Job Purpose Under general supervision, prepares and collects information for community engagement and assists the Department of Recreation and Parks in developing and implementing processes for public outreach and constituent requests. Essential Job Duties
Build strong relationships with existing partners and help establish and deepen new partnerships with the community and other key stakeholders, including other county and state agencies, community organizations, academic institutions, and non-profit organizations.
Interacts with internal staff regarding constituent needs, requests and questions, often on a deadline.
Fulfill staffing requests for hiring, event and resource fairs and expand BCRP's existing roster of community partners to staff resource fairs, community gatherings, and county-sponsored events.
Advises agency heads and representatives regarding community engagement, input received and approaches to outreach.
Prepares and edits engagement materials including web content, social content, decision memos (as needed) and high-level professional engagement responses to constituents and county council member.
Uses current technology including desktop publishing, word processing and content management systems.
Participate in or lead advisory council and meetings, as needed.
Attend community meetings and represent BCRP, as needed.
Develop performance measures and related policies to evaluate the impact of community engagement activities.
Acts as the main contact for community members who have questions on County programs/service.
Acts as the main contact between the County and the Community by advising community members on County programs and other new initiatives.
Reports on important issues and activities in assigned geographic areas to County leadership.
Maintains database of all assigned areas, civic associates, neighborhood organizations in existence within the County.
Explains and facilitates County processes.
Plays a role in educating neighborhood and community residents and seeks to move citizens through the process of mere awareness of the existence of neighborhood organizations to involvement, participation and contribution to those organizations and the governmental process.
Assists with resolving complex neighborhood/community complaints in a timely fashion.
Partners with neighborhood/community leaders to improve quality of life issue.
Proactively works to identify emerging issues in the neighborhoods/communities.
Provides coordination and direction to County agencies in initiating and responding to community/neighborhood initiatives, plans, events, and requests.
DUTIES SPECIFIC TO RECREATION AND PARKS
Promotes and explains Baltimore County's Department of Recreation and Parks programs, policies, and procedures, with emphasis on service provision and the benefits of recreation and parks via community engagement outreach and communication.
Develops and implements community engagement and outreach strategies and public education campaigns focusing on the National Recreation and Parks Association’s three pillars of health and wellness, equity and conservation.
Creates, designs, writes, coordinates, edits, and/or uses desktop publishing regarding public engagement and community outreach materials.
Responds and coordinates responses with relevant staff to resident inquiries by phone, e-mail and social media.
Makes presentations to community groups as needed.
Coordinates and participates in fairs, festivals, and other public events.
May recruit, train, and supervise interns.
Provides input on Department’s national CAPRA (Commission for Accreditation of Park and Recreation Agencies) accreditation standards.
Utilizes the National Recreation and Parks Association’s Equity Language Guide in written materials as appropriate.
Manages various projects.

Qualifications
Education and Experience Graduation from an accredited college or university with a bachelor's degree in recreation and parks, human resources, public administration or a closely related field; Plus At least 5 years of progressively responsible experience directing community engagement initiatives, grassroots organizing initiatives, health promotion planning, or human services programs.
Additional experience in the areas listed above may be substituted on a year-for-year basis up to a maximum of four years for the required education.
Education in one of the fields listed above beyond a bachelor's degree may be substituted on a year-for-year basis for the required experience.
Preferred Qualifications Work experience with government entities at a professional level

Conditions of Employment
