The Maryland National Capital Park & Planning Commission is an award winning organization with over 5,000 employees that administers over 52,000 acres of stream valley parks, large regional parks, neighborhood parks and park-school recreation areas throughout Montgomery and Prince George’s counties. We not only administer and maintain the park system, we are responsible for developing the County’s public recreation programs in Prince George’s county.
Subsequently, the Department of Parks & Recreation has the overall responsibility for planning, supervising and coordinating all park/recreation facilities and services throughout Prince George’s County.
The Facility Services Division (FSD) is the largest Division within this Department and is composed of six major work areas: Fleet Management, Buildings & Structures (Trade Shops), Horticulture & Forestry, Major Maintenance & Inspection, Critical Projects (Aquatics, Sustainability, Heavy Equipment/Roads and Grades) and the Administrative section.
The mission of FSD is to provide professional, high quality maintenance and maintenance support services for all parks and recreation facilities and to support the diverse work programs of the Parks & Recreation department in Prince George’s County and its customers.
Examples of Important Duties
Major Maintenance & Inspection provides high priority repair and maintenance projects through an ongoing inspection program for projected life cycles of equipment and building materials.
The Lead Construction Representative is responsible for reviewing site and construction plans, permit requests, review drawings/blueprints, inspect/repair parking lots, bridges, trails and other construction projects on Commission property by contractors and internal shops, monitors progress of construction projects install/build medium to large scale parking lots, along with asphalt and concrete repairs, as needed, negotiate with contractor to make minor field changes in plans and recommend major changes to supervisors. The incumbent will also be knowledgeable in County codes, ANSI and other Government standards based on OSHA and ensure ADA compliance.
This individual will work closely with other team members to: develop plans, specifications and cost analysis for Division projects; meet with contractors and consultants, coordinate projects, develop and implement facility inspection protocol and submit data to a centralized database from which information will be used to develop maintenance work orders, identify major repair/replacement tasks and forecast facility upgrades for inclusion to Major Maintenance and Capital Improvement Projects.
The incumbent will initiate and conduct planning, pre-construction/renovation progress meetings with staff, contractors and public agencies. They will also provide overall coordination, direction and closeout of all assigned construction projects. This candidate may also project manage the work of several trade shops to complete a project and assist the Construction Manager in Major Maintenance program budget development.
Excellent project management skills, along with the ability to work with mid-to-large scale commercial projects a plus, along with the ability to function in a team environment. Skill in using a computer, modern office suite software (MS Office), and specialized software. Incumbent will need to work in tandem with and coordinate with other Trade Shop Supervisors.

SALARY RANGE $66,582-$118,150 Annually
Must pass Commission medical examination.
Valid driver’s license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
Must obtain and maintain a Maryland Responsible Person Certificate (‘green card’) for soil erosion and sediment control within six months of appointment to a position in this class.
Working Conditions:
Works in both indoor and outdoor settings.
Occasionally, moves, bends, and stoops or otherwise positions self, and transports and operates equipment, or lifts, carries or otherwise moves or uses objects weighing up to (or requiring force of) 25 pounds on own and heavier objects with assistance or mechanical advantage.
Is occasionally exposed to inclement weather such as rain and high winds, noticeably hot, cold, or humid outdoor conditions and a variety of potential hazards from driving and working in the field at construction sites amid unfinished construction or nearby energized electrical equipment or moving equipment.
Maintains situational awareness, adheres to established safety procedures, takes care, and wears personal protective equipment to minimize potential hazards to self. May be subject to various job demands such as high volume of work and tight deadlines.
Minimum Qualifications
- An Associate's Degree in Construction Management, Engineering, Surveying or any related field.
- Six years of progressively responsible construction permitting, inspection and management experience that includes substantive work in the range of duties and responsibilities in this class specification.
- An equivalent combination of education and experience may be substituted, which together total 8 years.
- Must pass Commission medical examination.
