This position is part of the Advanced Programs Value Stream team within Simulation and Training Systems Air Combat portfolio. VSLs (Value Stream Leaders) are accountable for the full lifecycle of products and services from inception through completion, inclusive of pursuit and order capture, design and development, produce to deliver, service/support, and long-term strategic business plans. Working within the Integrated Project Team (IPT), they are accountable for managing the contract lifecycle, cost schedule, performance and on-time delivery of company programs or subsystems of major programs. They serve as the face of the organization to clients and customers and have Profit & Loss (P&L) responsibility for a specified value stream or group of value streams within the portfolio.
This position will be part of a VSL team executing a large, complex training system. They will execute a primary portion of the program responsible for development and production aspects.
This position is onsite in Sterling, VA.
Primary Responsibilities:
Manages the timely execution and administration of the programs’ contractual commitments with its customer
Supports Primary VSL and Program Chief as the focal with accountability for ensuring successful program and technical execution of a major portion of program development
Assumes commitment to program success and building solid business relationships with internal and external customers
Engages stakeholders to develop improvement plans and drive actions in support of customer satisfaction objectives
Responsible for the Program Life-cycle management of their major program functionality to include bid and proposals for the respective projects as well as response to request for quote/proposals, bids, negotiation, sales order kick off, execution, and program closure
Serves as the Integrated Product Team Lead (IPT) for company or customer initiatives to ensure successful delivery of program requirements and objectives
Conducts analysis of information and data to lead IPT in root cause and corrective action solutions
Serves as the customer advocate for meeting development and or production milestones
Identifies risks and interfaces with cross-functional teams to develop appropriate resolutions
Acts as focal point for communicating project progress status, delays and issues to stakeholders as necessary in timely manner
Supports contract management and monitoring of Collins Aerospace performance to terms and conditions
Interfaces with key functional departments (Finance, Operations, Supply Chain, Quality, Configuration Management, and Engineering) to ensure needed stakeholder involvement is maintained
Incorporates Customer Oriented Results Excellence (CORE) operating system into daily work to drive efficiencies, improve performance, and deliver value to our customers
Basic Qualifications:
Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience
Active and transferable U.S. government issued Secret Security Clearance is required prior to start date
U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Preferred Qualifications:
Master in Business Administration or Master of Engineering Management
Joint Simulation Environment integration work
Experience with DoD acquisition, requirements and procurement processes is preferred
Strong continuous improvement skills and customer focus
Strong computer skills, (ex. SAP and Microsoft Office)

The salary range for this role is 105,000 USD - 221,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
