Working independently, the Payroll Projects Manager leads the organization’s payroll function while also spearheading technical projects related to payroll, time & attendance, and serving as a technical project management resource for the People team. Successful candidates for this position will possess strong leadership skills, technical expertise in payroll systems, and a proven track record in project management. Principle outcomes of this position include 1) seamless collaboration between internal and external partners resulting in flawless execution of payroll processing, 2) continuous improvement of payroll and timekeeping systems and processes resulting in effective compliance measures, increased automation, and streamlined administration, and 3) effective technical and project management support for new and existing projects that intersect with payroll and time & attendance. ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
Payroll Management:
- Oversee and manage the organization's payroll function, ensuring accurate and timely processing of payroll for all employees.
- Maintain compliance with all federal, state, and local payroll regulations and tax requirements.
- Handle payroll inquiries and discrepancies, resolving issues promptly and effectively.
- Collaborate with finance and People teams to ensure seamless integration between payroll and other related functions.
- Supervise and mentor the People and Payroll Analyst, providing guidance and support in their daily tasks and professional development.

Technical Project Leadership:
- Lead projects related to payroll system enhancements, upgrades, and implementations.
- Serve as the primary point of contact for complex payroll-related technical issues and provide expertise in troubleshooting and problem resolution.
- Collaborate with cross-functional teams to gather requirements, define project scope, and develop project plans.
- Drive project execution, ensuring milestones are met on time and within budget.
- Provide regular updates and reports on project status to stakeholders and senior management.
Time and Attendance Management:
- Oversee the time and attendance system, including configuration, maintenance, and troubleshooting.
- Influence organizational leaders to leverage best practices for timekeeping processes to improve efficiency and accuracy.
- Train stakeholders on timekeeping procedures and system usage.

HR Systems Innovation & Support:
- Provide innovative support and guidance to team members on payroll-related matters.
- Stay informed about emerging trends and developments in payroll technology and systems.
- Collaborate with DTS to address technical issues and implement system improvements.
- Assume joint ownership with People Solutions and DTS for integrations that impact payroll and time & attendance systems.

BASIC AND PREFERRED QUALIFICATIONS (EDUCATION and/or EXPERIENCE)
- Bachelor’s degree from an accredited institution with concentration in HR, Business, Accounting, or equivalent work experience required
- At least 5 years in payroll administration or related field required
- At least 2 years of supervisory or project team management experience required
- Demonstrated background of progressive responsibility in a payroll function with extensive knowledge of payroll practices, principles and regulations required; experience in manufacturing environment preferred
MINIMUM QUALIFICATIONS, JOB SKILLS, ABILITIES
- Proficient knowledge of payroll practices and implementation/management of payroll systems
- Certified Payroll Professional (CPP) or Project Management Professional (PMP) preferred.
- Proficient knowledge of payroll platforms such as Workday, ADP, SAP, or similar; ADP preferred
- Proven experience leading payroll-related projects, including system implementations and upgrades.
- Expert understanding of payroll regulations, tax laws, and compliance requirements.
- Proficient project planning skills, including the ability to organize, prioritize and control job responsibilities to meet deadlines in an environment with overlapping and conflicting priorities
- Demonstrated capacity for gathering/scrutinizing data to identify issues, opportunities, patterns, and sustainable business solutions
- Proficient relationship building skills, including the capacity to predict and manage behavior, build and leverage cross-functional partnerships within and outside of the organization
- Demonstrated capacity to directly and indirectly manage and lead teams, providing guidance, support, and ongoing development
- Proficient knowledge of Windows-based business computers and Microsoft Office programs; specifically, Excel and Outlook

Compensation Range: $117,500 - $167,500
