This administrative position is responsible for sustaining the high volume of cases processed by the Circuit Court Assignment Office, assists in the management of the case flow process according to Differentiated Case Management (DCM) standards, and provides support to the Assignment Commissioner in supervising/directing staff and overseeing all aspects of judicial and magistrate's assignments in the Frederick County Circuit Court. Supervision is received from the Assignment Commissioner.
Pursuant to Section 2-501 of the Courts and Judicial Proceedings Article of the Annotated Code of Maryland, this position serves at the discretion of the Circuit Court Judges. This means that this position is at will and that either an employee, or the court, may terminate the employee relationship at any time, with or without cause. There are no contractual relationships between the Circuit Court and an employee; letters, benefit or policy statements, performance evaluation, handbooks, or other employee communications should not be interpreted as such. The at-will relationship remains in full force and effect notwithstanding any statements to the contrary made by court personnel or set forth in any documents.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES
Communicate with staff, attorneys, Judges, Magistrates and the public regarding business transacted at the Assignment Office in person, via email and by telephone
Schedule, maintain and prepare daily assignments for all civil, criminal, family and juvenile cases
Access and maintain the court system database and files for presentation in court
Compile, prepare, and distribute reports for daily operations and case management analysis
Assist with daily courtroom preparation
Prepare and follow-up on requisitions, purchase orders and other fiscal actions
Assist in case management processing; run applicable reports, create and maintain records; support court management of events (pre-trial, trial and post-disposition conferences and hearings); monitor case progress; flag cases for staff and judges; track and provide needed management information and statistics as requested
Recommend modifications to procedures and systems to improve processing time, accuracy and efficiency
Assist the Assignment Commissioner with daily operations, training and supervision of staff
Assist with oversight and management of ADA and interpreter requests
Attend and participate in meetings to discuss various court-related issues including, but not limited to, differentiated case management/quality control, procedural changes, scheduling systems and employee issues
Perform the duties of the Assignment Commissioner, in his/her absence
Complete all work in accordance with all applicable laws and regulations (i.e. time limitations, case status logs, etc.)
Perform other related duties as required

QUALIFICATIONS AND REQUIREMENTS
The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
Associate's degree or Paralegal certification from an accredited institution
Minimum 3 years of work experience in a trial or appellate court of the United States or in the legal field in support of the Court
Minimum 2 years of professional administrative support work experience
Intermediate skills in MS Office Suite
NOTE: Additional court system experience may reduce education requirement to high school graduation
KNOWLEDGE / SKILLS / ABILITIES:
Strong and accurate clerical and record-keeping skills, with ability to effectively perform in a fast-paced work environment
Ability to effectively organize work, determine priorities and complete assigned duties with minimal supervision
Ability to communicate effectively, orally and written, and exercise a high degree of judgment, tact, diplomacy and competence in dealing with Judges, attorneys, court personnel and the public
Ability to prepare and maintain work-related, as well as computer generated, records, effectively utilizing financial and data management software
Ability to prepare concise and comprehensive reports, both orally and in writing
Ability to make decisions based on experience, good judgment, and established policies and procedures
Ability to work with sensitive information and maintain appropriate confidentiality
Ability to work independently and have high level interpersonal skills to handle sensitive and confidential situations
Ability to develop and maintain effective working relationships with elected officials, co-workers and the general public
Strong and effective spoken and written (English) communication skills with the ability to prepare presentations and speak to court personnel and the public
PREFERENCE MAY BE GIVEN FOR:
Experience with the Maryland Electronic Court/Odyssey system
PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
While working in this position the employee is required to constantly sit; frequently walk, climb, lift up to 20 pounds, reach and perform repetitive motions; occasionally drive and rarely stoop.
