Job Summary
The Commissioner of the Revenue serves as the chief assessing officer for local governments. Responsible for generating revenue for the County and Town of Culpeper by ascertaining all personal property subject to taxation, determining the owner thereof, establishing the fair and equitable value of property in accordance with state and local law, combining the value of property with tax rates adopted annually by County and Town governments, and producing property tax assessment books and tax bill data for dissemination to Treasurers for tax collection purposes. Performs professional, technical and administrative work related to ad valorem taxation, local option taxes and state income tax. Administers tax relief, tax exemption and tax incentive programs mandated by Federal Government, VA Constitution, VA State Code and/or County and Town Code. Responsible for enforcing compliance, collection and receipting of payments, providing extensive customer service and protecting taxpayer confidentiality.
Job Functions
ESSENTIAL JOB FUNCTIONS
Serve as Customer Service Representative; communicate directly with citizens, business owners, and legal representation; research and respond to routine and highly technical and complex taxpayer inquiries, in person, via phone and in writing
Maintain comprehensive knowledge of Personal Property Assessment
Maintain comprehensive knowledge of Business Personal Property Assessment
Maintain comprehensive knowledge of all tax, relief, exemption and incentive programs dictated by Federal, State, County and Town code/law
Maintain comprehensive knowledge of Tax Commissioner Rulings, Attorney General Opinions, court cases and Supreme Court Rulings with respect to local option taxes, state income and estimated income tax, property assessment, tax exemption, and relief programs
Perform desk audits to enforce compliance; research and analyze documentation and data; calculate adjustments; generate supplements and exonerations; document adjustments
Adhere to strict confidentiality of taxpayer information in accordance with the VA Code Section 58.1-3
Complete new user and annual training by the Department of Taxation in order to maintain use of programs
Attend assessment and taxation training in person and online
Administer the County Food & Beverage Tax:
Responsible for collection of tax; analyzing sales and income information and documentation; calculate tax due; generate assessment of tax; assess penalty for late filing; process payments; produce reports; compile, balance & reconcile daily, monthly and yearly reports; deposit payments with the Treasurer
Train employees; respond to taxpayer/government official questions and requests, safeguard confidential records.
Enforce compliance; generate statutory assessments in the event of non-filing; conduct onsite visits; audit sales receipts; summons taxpayers and books of account; prepare records for legal action; testify in court
Develop, maintain and update paper and electronic reporting forms; develop guidelines, training materials and informational brochures for public distribution
Develop workflow for online reporting and payment of monthly tax due
Administer local filing of Virginia State Income Tax and Estimated Income Tax:
Review, audit, prepare, process and file state income and estimated income tax returns
Assist taxpayers in the preparation of state income and estimated income tax returns; respond to taxpayer request for assistance; serves as taxpayer advocate to facilitate income tax and estimated income tax problem resolution through the Dept of Taxation
Collect state income and estimated income tax due; assess penalty and interest for late filing; prepare and process adjustments of state income and estimated income tax due
Process State Income Tax due returns using revenue software program; run reports, balance and reconcile payments; distribute payments of tax through local Treasurer or Department of Taxation
Process Accelerated Income Tax refunds via the Department of Taxation;
Maintain database of all returns filed locally; organize, sort, compile and mail returns to Dept of Taxation
Generate, balance and reconcile daily, monthly and annual reports
Track legislative and/or Dept of Taxation changes to processing of returns & quarterly interest rates
Complete annual training; update processing guidelines and user manuals
Train employees to assist taxpayers with state income and estimated income tax filing
Serve as a Liaison for audits conducted by the Department of Taxation, Auditor of Public Accounts, and other state agencies
Serve as the Alternate Security Officer for IRMS
Serve as Records Manager:
Under minimal supervision, develops and manages the maintenance and operation of a complex records management information system
Process, organize, convert and integrate department records for storage; supervise the storage and retrieval of all files; construct filing systems and retention and disposal schedules; assist employees in locating, viewing or assembling scanned or archived documents and/or information
Protect department records: ensure that the records management program is in compliance with all applicable federal and/or state laws, regulations, and/or office rules, standards and guidelines
Enable appropriate access to information; set up new users, advise on records storage and records media; manage the changeover from paper to electronic records management system
Develop and implement workflows and records management applications
Develop and implement records management policies, procedures and user manuals; provides framework for how people are expected to manage records and use the system in place
Resolve problems with records management; receive, research and respond to questions and complaints
Maintain an awareness of new products, technologies, trends and advances in the records management
Serve as office liaison with the records management software vendor
NON-ESSENTIAL FUNCTIONS
Perform other related duties as required
Participate in the University of Virginia Weldon Cooper Center for Public Service and the School of Continuing & Professional Studies which includes further job-related training, classes, conferences, etc.

Knowledge of various software including Laserfiche, Word, Excel, PowerPoint, etc.

Ability to meet various deadlines
Ability to use independent judgement and work with little supervision
Ability to exercise tact and discretion in handling confidential information

Ability to exercise considerable tact and courtesy when communicating with municipal, state and federal officials and the general public
MINIMAL QUALIFICATIONS & EXPERIENCE
Any combination of education and experience equivalent to a Bachelor’s degree in accounting, business administration or related field with a major concentration in assessment, collections or audit. Minimum one (1) year experience in Federal, State or Local Income and/or Property Taxation is required.
Any combination of education and experience equivalent to a vocational/technical degree with training emphasis in archiving, document imaging and/or records management, supplemented by one year of previous work experience and or training that includes knowledge of archival and records management principles and practices. Previous experience with Laserfiche preferred.
