What you will do for Harris County Precinct 4 (HCP4)
Under the direction of the Chief Public Affairs Officer, this role develops, coordinates, and manages communications activities for Harris County Precinct 4 by performing the following duties:
Job Duties and Responsibilities:
The duties listed below are intended only as illustrations of the various types of work that may be performed.
Design a cohesive communications framework through which all team members can work to deliver high impact information the general public
Oversee written content to ensure messaging aligns with precinct priorities, including (but not limited to) press releases, social media posts, brochures, promotional campaigns, newsletters and mail publications, videos, and other deliverables
Direct communications team in the strategy, development, and delivery of communications plans via print and online communications, including brochures, newsletters, flyers, publications, website, social media, and on-site signage.
Measure and report on the performance of all marketing and communications efforts and make data-driven recommendations based on results.
Coordinate across divisions to design and implement robust communications strategies for precinct priorities
Encourage collaboration and innovation within the communications team by streamlining internal communications and processes
Manage the communication team’s editorial calendar
Foster relationships with members and leaders of Precinct 4 divisions to identify and execute communications needs
Ensure all internal and external communication is consistent with Precinct 4 messaging and follows AP Style and established Precinct 4 visual and written style guide.
Oversee the review and updating of Precinct 4 style guide and precinct-wide communications policies as needed.
In partnership with Chief Public Affairs Officer and other team members, support crisis communications planning and messaging
Serve as an in-house copy editor to review and approve all internal and external documents.
Maintain up-to-date knowledge of communications best practices and trends.
Supervisory/Organizational Responsibilities:
Provide mentoring, messaging guidance, and creative feedback to communications staff.
Consistently develop and meet deadlines and communications objectives.
Manage projects from ideation to completion, including project plans and timelines, scopes of work, and project budgets.

Requirements
Education:
High school diploma or G.E.D. equivalent
Experience:
Five (5) years of professional experience in communications, public relations or related field
Must possess strong organization and written communication skills
Knowledge, Skills and Abilities:
Eagerness to collaborate and innovate across divisions and teams.
Identify and resolve problems in a timely manner. Gather and analyze information skillfully; develop alternative solutions; work well in group problem-solving situations.
Demonstrated experience managing teams
Ability to read, analyze, and interpret communications across various topics and themes.
Effectively present information and respond to questions from the community and Precinct 4 leadership.
Actively listen and gain clarification; respond well to questions; demonstrate group presentation skills.
Exhibit objectivity and openness to the views of others; offer and accept feedback; inspire and motivate others to perform well; give appropriate recognition to others; support others’ efforts to succeed.
Skilled in writing and editing for a variety of audiences across numerous platforms.
Strong knowledge of AP Style and experience following an established company style guide.
Excellent verbal and written communication skills.
Ability to prioritize multiple projects and tasks, work under deadlines, and adapt to changing communications needs.
Strong organizational skills. Detail-oriented and well-organized with persistent follow-up
Basic photography and videography skills.
Working knowledge of organizational and design tools (social media management, Trello, Facebook Business Suite, Adobe Creative Suite, Constant Contact, WordPress, Canva)
Ability to measure and report on campaign performance.
Exceptional interpersonal skills with the ability to build strong relationships.
Values continuous learning and seeks ongoing training and development.

Work Environment and Physical Demands:
This position requires a significant amount of time outdoors and exposure to a variety of environmental and extreme weather conditions. This position also requires traveling to parks located throughout the precinct and at long distances. The ability to work outdoors during all seasons and to drive safely is essential. The ability to operate standard office equipment and software platforms is required.
Essential functions involve significant physical demands related to repeated lifting of up to 50 pounds unassisted, 100 pounds with assistance rarely; carrying tools, materials, and equipment over rough terrain; climbing, reaching, and bending. Frequently to walk, sit, talk, drive, hear, bend, stoop, twist, and balance.
