Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.
Under the direction of the Permanent Supportive Housing (PSH) Matching Supervisor and in integral partnership with other members of the Systems Division and the Systems Components Division, the Coordinator, CES Matching (Coordinator) facilitates the integration, coordination, and matching of housing resources into the Coordinated Entry System (CES) for all populations across Los Angeles County. The Coordinator provides training and technical assistance to CES Matchers and housing providers to support the implementation, improvement, and ongoing management of matching resources through CES. The Coordinator represents LAHSA and its role as the homeless system administrator for Los Angeles County.

Essential Job Functions
Provide systemwide leadership for integration of housing resources into the Coordinated Entry System, with the goal of codifying the system. This primarily includes permanent supportive housing but may include other permanent and interim housing types such as rapid re-housing and transitional housing.
Ensure that CES Matchers follow all LAHSA issued matching guidance and use all required LAHSA tools and technology for matching resources in CES.
Ensure housing resource providers use follow all LAHSA issued matching guidance and use all required LAHSA tools and technology to enter resources into CES.
Support the creation of centralized training materials on housing resources for CES Matchers and housing resource providers.
Lead in the creation of technical assistance plans for CES SPA Matchers and housing resource providers to improve system efficiencies, as necessary.
Act as a liaison between LAHSA and Housing Authorities, housing developers/providers, and City/County partners to facilitate the appropriate and timely matching of permanent housing resources.
Run report to track and analyze data to ensure the appropriate and timely utilization of all housing vacancies through CES. Recommend and lead system improvements as needed.
Support inventory tracking to ensure CES is utilized to fill all permanent supportive housing vacancies.
Foster collaboration and coordination with team members, across LAHSA Units, Divisions, and Departments, and among relevant external stakeholder groups.
Support for all elements of the Coordinated Entry System, as directed by supervisor.

Knowledge, Skills & Abilities
Knowledge of housing resources, subsidies, CES requirements, and local and federal programs.
Knowledge of complex, public systems of care for homeless populations, including mainstream resources.
Experience with systems change including policy development and implementation a plus.
Ability to establish effective relationships and work cooperatively with individuals, groups and organizations diverse in mission, composition, function, capacity and geographic location.
Ability to effectively facilitate productive discussion among diverse stakeholder groups.
Ability to quickly grasp concepts and apply them to solve complex social problems.
Ability to articulate and strategically pursue new ideas to improve homeless systems.

Schedule
