Investigator - Human Resources
Summary/Objective Incumbent is responsible for addressing EEO/Workplace Violence Complaints in addition to related employment relations duties as assigned.
Examples of Duties
Under administrative direction, is responsible for planning and adminstering a specific project or program for a City department. Serves as the administrative supervisor on projects or programs. Plans, assigns, supervises, and reviews activities of subordinate personnel. Monitors the project or program's operating budget and assists in the annual preparation of same. Designs, implements, and monitors procedures utilized in program evaluation. Develops and secures commitments from other City departments and agencies to provide services to program participants. Provides technical assistance or reviews program policies and procedures. Maintains current information and oversees the preparation of project status reports. Prepares financial and narrative reports and program applications. Communicates project/program status and information to municipal officials and/or public and private entities. May supervise employees assigned to the respective project. Performs other related duties as required.
Minimum Qualifications
A High School Diploma or GED is required. A Bachelor's Degree from an accredited four year college or university in Business or Public Administration, Social Sciences, or closely related field preferred. Two (2) years of full-time, paid, progressively responsible experience in program administration is required. Must be able to lift and carry thirty (30) pounds. A valid State of Ohio Driver's License is required.

Conducts investigations into employee EEO complaints and Workplace Violence complaints.
Gathers and securely preserves all relevant evidence including physical, direct, and circumstantial to provide pertinent information for analysis and investigation of all complaints.
Conducts interviews regarding allegations contained in complaints filed.
Performs effective case management including maintenance of both electronic and hard copies of investigative case files.
Presents investigative findings, conclusions, and recommendations regarding complaints to the Employee Relations Manager and/or Director.
With the assistance of the Employee Relations Manager presents investigative findings, conclusions, and recommendations regarding complaints to the departments Director or designee during Pre-Disciplinary Hearings
Assists with identifying recommended revisions of City of Cleveland policy, strategy, tactics, and training based on complaint investigations.
Responds to applicable Public Records Requests.
Participates in continuing education, career development, and training as work schedule permits.
Prioritizes assignments and tasks to meet required deadlines.
Performs other job-related duties as required by the Employee Relations Manager
Preferred Skills/Abilities
3-5 years of related experience.
Public sector, especially municipal government, experience preferred.
Certification in human resources or investigations preferred.
Bi-lingual in Spanish preferred.
Investigative techniques, such as the gathering and analysis of evidence
Interviewing witnesses, making credibility determinations, and the gathering and reviewing of documentary and electronic evidence.
Case management, including information on practical techniques concerning the timely investigation of complaints.
Case management issues, including information on practical techniques concerning the timely investigation of complaints.
Thorough knowledge of Title VII of the Civil Rights Act of 1964, Pregnancy Act of 1978, Americans with Disabilities Act, Age Discrimination Act of 1967, Equal Pay Act of 1963, Genetic Information Discrimination Act of 2008, and all relevant amendments.
Knowledge of State of Ohio laws and declarations related to unlawful discriminatory practices.
Excellent verbal and written communication skills.

Ability to function well in a high-paced and at times stressful environment.

Expected Hours of Work
Primarily Monday through Friday 8:30 a.m. to 5:00 p.m. with the flexibility to work evening and weekend hours as required and on short notice.
