The Fleet Services Operations Manager plays a pivotal role in maintaining the operational efficiency and reliability of the City of Fairfax's fleet. This position entails comprehensive oversight of vehicle and equipment repair and maintenance operations, ensuring both scheduled and unscheduled services are performed with excellence. The manager is tasked with supervising a team dedicated to upholding the highest standards in preventive maintenance, emission testing, oil analysis, annual inspections, fabrications, and specialized programs. A significant aspect of the role involves ensuring compliance with state and federal regulations, managing workflow, quality control, and performing administrative duties. This role requires a proactive approach to staff training, development, and the integration of new technologies to maintain a diverse and modern fleet. The Fleet Services Operation Manager plays a key role in promoting a culture of safety, innovation, and sustainability within the organization.
This position reports to the Fleet Services Superintendent.
Examples Of Duties
Supervises, plans, and coordinates the maintenance and repair of automotive, medium/heavy duty trucks, construction, police, fire, rescue equipment, transit, and refuse; plans maintenance schedules and major repairs; prepares cost estimates; notifies requesting departments of work status.
Manages the work order process and sets priorities for the work; readjusts priorities as needed; prepares preventive maintenance forms for technicians to follow on each assignment.
Identify opportunities for improvement and cost-saving initiatives.
Monitor fleet performance metrics and analyze data to make informed decisions.
Provide leadership and direction to fleet services staff, including training, coaching, and performance management.
Ensure that all fleet-related policies are communicated and adhered to by staff members.
Reviews and comments on new vehicle specifications.
Guide staff on welding and fabrication needs.
Fill in for Parts Supervisor when not present.
Assist with recall program.
Maintains service requests sent through email, fleet database, or in-person.
Maintains records and follows procedures for EPA requirements on fuel management.
Maintains computer records and computer equipment for fleet personnel.
Determines necessary scheduled maintenance and non-scheduled repairs through inquiry of user, computer work history file, and physical examination of the vehicle.
Manages the Preventative Maintenance and State Inspections programs.
Notifies department user when repairs are completed. Attends job-related training as required.
Manages sublet repairs, road calls and obtain purchase orders as required.
Purchases all tools required to perform special mechanical repairs; writes specifications; obtains estimates.
Inspects/Maintain shop equipment, fuel island, and fleet facility.
Administers personnel counseling system for personnel.
Manages the Quality Control program for repairs and maintenance performed by fleet staff.
Provides Technical support to fleet technicians.
Fills in the absence for Fleet Services Superintendent.
Manages a variety of reporting for technicians, and compliance needs.
Manages fuel key program.
Operates the City’s State Inspection program and updates the State Inspection manual.
Operates the City’s DEQ Inspection program and updates the Inspection manual.
Oversees and assists with new installation of police and fire specialized equipment.
Manages the on-call program for afterhours fleet emergencies.
Coordinating DOT, OSHA/Safety and Environmental Compliance.
Oversee the city’s GPS tracking installs.
Provides staff training and development to ensure the city fleet services staff is skilled and capable of maintain a diverse fleet of vehicles and equipment.
Manages the repairs and maintenance program of fire apparatus.
Manages the annual aerial inspection program.
Manages the law enforcement speed calibration program.
Manages FCC two-way radio and base station program.
Manages the accident repair program for city fleet vehicles and equipment.
Required to work during emergency operations.

Qualifications
Graduation from high school (or GED).
At least five years of experience in fleet management, including supervisory experience.
Experience with automotive technology, maintenance practices, and fleet management software.
Strong leadership and team-building skills, with the ability to motivate and develop staff.
Excellent communication and interpersonal skills, with the ability to interact effectively with diverse stakeholders.
Experience of regulatory requirements and best practices in fleet safety and compliance.
Necessary Knowledge, Skills, and Abilities:
Thorough knowledge of diagnosis, service, and repair methods/procedures for all types of motor vehicles, off-road, and general construction equipment.
Foster a culture of collaboration, accountability, and continuous improvement within the team.
Ability to give clear oral and written instructions; should possess excellent interpersonal skills.
Ability to keep accurate records.
Ability to follow city safety regulations.
Must have computer user experience with understating software programs.
Knowledge of the use of shop tools and equipment applicable to maintenance and repair of a variety of equipment.
Knowledge of safety precautions and work hazards.
Methods, materials, toll, and techniques used in the repair of vehicle and equipment.
Knowledge of Microsoft Word, Outlook, and Excel.
Ability to plan, schedule, direct, and supervise the work of subordinates.

Interpret and work form service manuals, specifications, and diagrams.

Special Certifications and Licenses:
Possession of a commercial driver's license, Class A with N, P, and Air Brake Endorsement.
ASE Level One High-Voltage Electrical Safety Standards certification.
ASE Level Two High-Voltage Vehicle Technician certification.
Variety of (8) ASE Certifications or Equivalent Manufactures Certifications. These certifications will be determined by the Fleet Services Superintendent.
UST Operator certification, Class A, B, and C.
Variety of Supervisor Courses selected by the Fleet Services Superintendent.
