JOB INFORMATION
Non-exempt; full-time; 40 hours per week; Monday - Friday; 7:30 a.m. - 4:30 p.m.; full benefits
This technical position will take periodic readings and maintain related documentation regarding the methane extraction well field and flare system at the landfill, methane sensors in on-site buildings, groundwater monitoring wells, gas monitoring wells, solar powered flares, vent trenches, etc.; performing routine maintenance on these systems and equipment and taking appropriate corrective action if a problem is detected.The methane gas produced by the landfill has the potential to be explosive if encountered at 5% to 15% volume in air. As such, all precautionary measures must be adhered to at all times. This position will also perform other general environmental inspections pertaining to the operation of closed and inactive landfill cells and solid waste transfer/processing station. This position requires being in very close proximity to process areas and process systems and working with wide variations in temperature, pressures, and site traffic. Any deviation from proper set ranges, while monitoring and adjusting, could have severe consequences.Supervision is received from the Director of Solid Waste and Recycling.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES
Sample methane probes throughout the landfill facility
Inspect methane collection and abatement systems
Collect and assess groundwater and surface water samples
Analyze gas flow data and adjust more than 70 gas extraction wells as needed; monitor the flare system
Inspect and maintain the well field surface cover (70+ acres); make necessary changes to prevent erosion; utilize tractor, seeder, rotary mower and other machinery to keep grass mowed/trimmed
Maintain data supplied by the Environmental Services contractor; convert to Chempoint or other applicable databases
Monitor and report on various parameters of composting and mulching operations to prevent spontaneous combustion/fires
Compile, assess and maintain data and reports on a daily, weekly, monthly and yearly basis as appropriate, including the landfill annual tonnage report
Maintain and calibrate test equipment
Perform routine and preventive maintenance on gas and groundwater systems
Maintain a spare parts inventory for all SWM environmental systems
Interface with local, County, State and Federal regulatory agencies to assure compliance and respond to inquiries
Interface with consultants, design engineers and construction contractors involved with related projects
Perform site inspections for leachate seeps or other environmental problems
Respond on-site to environmental system emergencies (e.g. respond to flare shut-downs and re-start system; advise first responders on system operations as needed; notify supervisors of environmental problems; etc.)
Perform other related duties as required

QUALIFICATIONS AND REQUIREMENTS
The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
Associate's degree
Minimum 3 years of work experience in the repair and maintenance of electrical/mechanical systems, landfill gas management systems OR experience performing regulatory operations duties such as compliance sampling, and reporting
Possession of a valid automobile operator's license
Satisfactory completion of Landfill Gas System Operation and Maintenance training course through Solid Waste Association of North America (SWANA), or completion of this training within 12 months after hire
Current State of Maryland Compost Facility Operators Certification or the ability to obtain within 1 year of hire
Ability to obtain within one year of hire – Current Maryland Department of the Environment (MDE) Responsible Personnel Certification formerly known as “Sediment and Erosion Control Green Card” or the ability to obtain within 1 year of hire
NOTE: Additional directly related work experience may substitute education requirements; Additional related education may substitute for a portion of the work experience requirement
KNOWLEDGE / SKILLS / ABILITIES:
Ability to maintain County Authorized Driver privileges
Ability to accurately read and interpret electrical/mechanical prints to assess for flaws possibly related to malfunction
Ability to effectively assess samples and readings, recognize irregularities and determine cause or source, and take appropriate corrective action
Ability to effectively access and utilize computerized programs (e.g. word processing, spreadsheets, data management, etc.)
Strong and effective spoken and written (English) communication skills with ability to effectively prepare and proofread various written work, and to clearly present and explain SWM policies, regulations and other information to varied audiences
Ability to effectively organize work, establish priorities and complete assigned tasks with minimum supervision
Ability to develop and maintain effective working relationships with co-workers and the general public
PREFERENCE MAY BE GIVEN FOR:
The stated work experience in a position closely related to environmental systems and/or solid waste management
PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
While working in this position, the employee is required to constantly sit, walk, climb and drive; frequently stoop, lift up to 20 pounds, lift between 20-50 pounds, push up to 40 pounds, pull up to 40 pounds, reach and make repetitive motions; occasionally crawl
While working in this position, the employee is required to constantly work indoors and outdoors, walk on uneven ground; work in hot temperatures above 100 degrees and cold temperatures below 32 degrees, work in noise, near machinery work in a dirty and dusty environment, work near chemicals/fumes, has potential exposure to infectious diseases and is required to wear protective equipment; occasionally works at heights and works below ground level
