The Business Intelligence Specialist is part of Fire Administration. The work section’s objective is to optimize the utilization of technology systems throughout the Fire Department by creating value in their use, maintaining end user confidence, and by leveraging system effectiveness and resiliency. The Business Intelligence Specialist assists in meeting these objectives by performing advanced analytical tasks, such as analytics relating to response, performance, and utilization. Also, by gathering complex business data, using statistical methods to analyze data, identifying trends, and patterns in datasets and making recommendations, and creating models and presentations of findings. Utilize statistical and data science approaches to deliver insights and reporting for physical health, mental wellbeing, and other wellness operations across Richmond Fire footprint.

JOB SUMMARY
This position is a direct report to the Chief of Fire. This position will work with the three divisions within Fire and is responsible for gathering complex business data, using statistical methods to analyze data, identifying trends and patterns in datasets, and making recommendations, and creating models and presentations of findings. Work is performed on an independent basis, requiring a previous knowledge of development and/or support for commercial and custom applications serving a broad range of business needs. Leverage information available across various applications and engage the latest data analytics tools, especially Tableau, to provide insight into the performance of Fire and Emergency Services as a business. The Business Intelligence specialist leads the analysis of the daily core activities of the department and its performance indicators in data across multiple applications, models, and channels to address organizational needs and improvement recommendations in real time. Under the direction of the Fire Chief, the Business Intelligence Specialist will form the core of the department’s data analysis by aiding in presenting a common situational awareness and responding proactively to the increasingly complex nature of public safety.

• Leadership and oversight of various programs dealing with the management and analysis of data.
• identifying and developing new ways to introduce data into current analytical mythologies.
• Tasks include but are not limited to pulling existing data from multiple databases, analyzing data, and creating annual reports and projected outcomes.
• Assembling gathered data to present to fire command staff for reports and evaluations.
• Working closely with Fire Information Technology and City Information Technology to communicate design, alignment, and implementation of technical standards to address appropriate business solutions.
• Maintains GIS databases and creates customized reports to support a data-driven approach to fire department activities.
• Applies knowledge of fire techniques into making GIS analysis.
• Considers geo-spatial and demographic factors when performing GIS analysis and adjusts for resource allocation.

• Develop and utilize analytical models and forecasts to analyze and document project, program or policy development and implementation, budget, revenue, and expenditures, and staffing impacts; recommend updates to forecasting, planning, tracking, or performance monitoring models.
• Develop performance indicators; monitor and support program, project, operational development, and management planning; determine whether performance is acceptable and identify opportunities for improvement; ensure all data is reliable, accurate, and relevant.
• Develop recommendations on the allocation of resources based on analysis; make recommendations to improve effectiveness and efficiency.
• Research, share information, and provide answers to questions from the public, elected officials, external public agencies and jurisdictions, other City of Richmond offices and various organizations, committees, community groups, and labor representatives.
• Develop and present objective analyses, observations, findings, conclusions, and recommendations to supervisors, managers, and City officials via written reports, oral presentations, and public forums.
• Collects data for computer aided dispatch (CAD) from various sources to include response times, apparatus and equipment maintenance, risk management (pre-incident survey) data for all the buildings in the City, community risk assessment data and incident report data in compliance with National Fire Incident Report System (NFIRS) and the Virginia Fire Incident Reporting System (VFIRS) guidelines.
• Provide training, problem-solving, advice, support, and guidance in areas of expertise; coordinate and represent on city-wide committees and teams.
• Directly supports the Fire Departments Performance Management Program and the data used to for this program.
• Forecasting Mastery, take the helm in owning all aspects of forecasting operational needs, turning data into a strategic asset for our team and managing data wellness.
• Collaborative Insight, work closely with cross-functional teams internally and externally, including sworn and civilian personnel, to deliver accessible, comprehensive, and consumable insights into the success of our Fire and Emergency Services as a service and product.
• Dashboard Stewardship, support the lifecycle of our various dashboards, ensuring they remain up to date with the latest features and capabilities while streamlining and retiring those that are no longer necessary.
• Analytical Evolution, drive the evolution of our analytics capabilities from self-service to predictive and early alert insights into community and organizational trends.
• Data Integrity Guardian, manage functional areas of data management, forecasting, contacts, leads, opportunities, dashboards, and reports, ensuring data integrity across our systems.

• A minimum of three (3) years’ experience providing complex data retrieval and analysis.
• A minimum of a bachelor’s degree in Computer Science, Data Analytics, and related field.
• Experience analyzing technical data and communicating information to non-technical personnel via dashboard, informatics, PowerPoint.
• Experience creating business processes to validate data integrity.
• Experience collaborating with internal and external entities to implement new business processes.
• Experience with statistical programs such as Python, R, and/or GRETL as well as visualization tools Tableau and/or Power BI. Proficiency with SQL as well as Microsoft Office Products.
• Validate data to ensure accuracy and consistency in the GHW data warehouse and create documentation for data pipelines, processes, and systems.

• Holistic Business Understanding, detailed comprehension of Fire and Emergency Services or public safety agencies business process and the ability to translate business needs into technical specifications.
• Communication Prowess, excellent interpersonal and communication skills, with the ability to articulate complex topics and present them thoughtfully to senior leaders and city appointed and elected officials’ informatics/storytelling, PowerPoint etc.
• Tech Savvy, comfort with navigating the complexity of data across legacy and third-party platforms, ensuring forward momentum while simplifying and standardizing.
• Data Expertise, background with ETL logic, data modeling concepts, and 3+ years of experience in a technical data role.
• Data Visualization: Exposure to creating dashboards using tools like Tableau or Quick Sight.

• Advance degree (computer Science, data analytics, and related field).

• Proficiency with cloud databases such as Google Big Query, Snowflake, etc.
• Experience with machine learning concepts such as predictive modeling, categorization, and clustering.
• Background with programming in a language such as R or Python
• Experience working in or supporting public safety organizations, municipal Fire Departments, U.S. Military, or a similar organization is a plus.
• Data driven; evidence based intellectual curiosity mindset (enjoys what if analysis?).
• Knowledge and skill in analysis and data management understanding how data relates and is relevant to current business functions and future interfaces.
• Knowledge of and skilled with software related to programming and data gathering, mining, analysis and presentation using charts, graphs, or tables.
• Skilled in data governance ensuring data quality exists throughout the entirety of the data life cycle, monitoring the availability, usability, and consistency of data integrity.
• Skilled in research coordination planning activities, such as, identifying problem areas, proposing alternative solutions to those problem areas, developing plan implementation and statistical analysis, and accurate research findings.
• Skilled in research analysis inquiring, examining, and revising current facts, to prepare reports.
• Skilled in organizing, recording, and working accurately with large quantities of information and data.
• Skilled in technical thinking and writing.
• Skilled in programming and ERSI ARCGIS.

WORKING CONDITIONS
Primarily indoors, subject to sitting, standing, walking, using a telephone, keyboard, visual display terminal, etc. for extended periods of time. Primarily inside in a climate-controlled environment. Subject to frequent low-level noise from data processing equipment. Occasionally required to work beyond normal working hours or to change working hours when conducting training or systems analysis. Occasional local and out-of-town travel.

NOTE:
Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department. PHYSICAL REQUIREMENTS
Arm/hand steadiness enough to demonstrate and operate computing equipment such as calculators, keyboards, and other computer operating devices. Manual and finger dexterity enough to operate equipment such as personal computers, audio visual, and other training aids.
