Minimum Qualifications
A High School Diploma or GED is required. A Bachelor's Degree in Business/Public Relations or closely related field from a four-year accredited college or university is required. Two years of full time paid expeience in government or private industry office administration is required. (Substitution: Two years of full time experience may substitute for each year of college education lacking.) Must be able to operate a personal computer with Microsoft Office Suites.

Departmental Duties
Review projects for applicability and level of Environmental Review required: Exempt, CENST, CEST, Environmental Assessment or Environmental Impact Statement.
Review and assess documents assembled by developers including project descriptions, budgets, acquisition documents, Phase I and Phase II reports, work specifications, maps, photographs and other information.
Examine projects for factors including airport hazards, coastal barriers, flood plains, air quality, contamination and toxic substances, endangered species, explosive and flammable hazards, farmland protection, historic preservation, wetlands protection, noise abatement and control, sole source aquifers, relocation and mitigation plans (when applicable).
Assist in creating the Consolidated Annual Performance and Evaluation (CAPER) report.
Assist in training other internal and external stakeholders in performance of basic ERR policies and reviews.
Prepare Public Notice for advertisement based on the ERR. Review and assess comments filed during the Public Comment Period.
Prepare Findings of No Significant Impacts (FONSI) and Notices of Intent to Requests for Release of Funds (NOI-RROF).
Provide instructions and guidance to developers. Assist City project managers with guidance and recommendations, status updates, and other technical assistance as may be required.
Review project proposals, contracts and payments for compliance with Environmental and Historic Review requirements.
All other duties as may be assigned.
Additional and Preferred Department Qualifications
Bachelor's degree in planning, geography, historic preservation, urban or environmental studies, or closely related field.
Working knowledge of HUD's Environmental regulations and procedures in accordance with 24 CFR Part 50/58.
Formal training and/or two years' experience conducting Environmental Reviews.
Experience with Section 106 Historic Reviews.
Experience using the HUD Environmental Review Online System (HEROS).
At least three years program or project management experience, or regulatory compliance monitoring experience.
Experience interpreting and applying Federal, State and Local government regulatory requirements.
Experience with HUD programs and guidelines a plus. Experience with program oversight, management or administration.
Ability to work with internal and external clients.
Intermediate skills with Microsoft Office, GIS Mapping, and other comparable software and databases.
Detail oriented, with strong analytical skills.
Experience, developing procedures and implementing data systems.
