Nakupuna Solutions is looking for a Human Resources and General Services Support Specialist for the Office of the U.S. Global AIDS Coordinator and Health Diplomacy (S/GAC) under the general direction of the S/GAC Executive Director. The Executive Director's team provides overall operational and administrative support to S/GAC, including in the areas of human resources, travel and transportation, facilities, general services, information technology and communications, and administrative budget. Provides support to other staff members with a broad range of reoccurring administrative duties to support S/GAC’s operations, including staff acquisition (including recruitment, examination, assignment, and placement) human resource strategy, organization and position management, procurement and space planning and coordination. Must be able to work cooperatively with other persons and operating units in S/GAC to achieve these tasks and versed or capable of becoming proficient in a wide range of U.S. Government and State Department-specific administrative processes.
Responsibilities

Responsible for coordinating with other Department HR Specialists in the development, evaluation and implementation of new or revised Department policies, procedures, and regulations as they relate to S/GAC’s overseas staffing. Evaluates the extent to which policies or procedures are understood by S/GAC employees and managers and takes measures to correct misunderstanding or misapplication. Conducts test applications of new U.S. Office of Personnel Management and Department of State classification standards, qualification standards, and other guidelines. Maintains liaison with relevant Department HR and financial entities on matters relating to S/GAC overseas staff acquisition, human resource strategy, organization and position development and management, separation and technical processing of personnel actions, and related items. Develops and conveys information to Department HR and other entities, provides additional justification, and relays information to S/GAC personnel to explain policies and procedures.
Provides advice to S/GAC employees on all phases of the recruitment, examination, and placement process for S/GAC overseas staff positions. The specialist informs S/GAC management on processes associated with reviewing, rating and ranking applicants.
Provides S/GAC employees with insight in establishing organizational structures that are efficient, cost effective, and facilitate career development.
Assists with preparing requisitions for the procurement of equipment, furniture and other services in accordance with established General Services Administration, Office of Management and Budget, and Department of State regulations and guidelines.
Researches applicable acquisition regulations and policies, and prepares narrative justification for certain procurement categories. Contacts vendors on the cost and availability of particular items or services and obtains both price quotations and delivery schedules.
Monitors action on requisitions that include single purchase items, lease to buy options, multiple year funds, etc., given the complexity and varied requirements of the Office.
Assists in analyzing work processes for procurement for the Office. Establishes and maintains files using spreadsheets and database tools to track firms that are accessible on DoS contracts and GSA Schedules. In coordination with others, keeps account of task order managers, statements of work, periods of performance, and contractor personnel status. Researches and produces documentation for equipment purchases.
Works closely with the Bureau’s General Services Officer, General Services Administration, the Department’s Bureau of Administration, and/or representatives of the building management company on physical office suite issues
Qualifications
Skills/Qualifications: Must be self-motivated, have strong attention to detail, good oral and written communication skills. Must be in good physical condition and can occasionally travel.
Education and Experience: The following are desirable levels of experience:
3 years of relevant experience.
Bachelor’s degree preferred.
Clearance Requirements: Must be a U.S. Citizen. Must be able to obtain a Moderate Risk Public Trust (Tier 2) clearance.
Physical Requirements:
Frequently lift and/or move parts up to 40lbs, and occasionally lift and/or move parts up to 50lbs
Stand, walk, stoop, kneel, crouch, or crawl for many continuous working hours
Frequently use arms, hands, and fingers to grasp and move network equipment
Frequently bend, stretch, twist, or?reach overhead when moving network equipment
