Work Site Analysis and Planning Assesses and defines the scope of the restoration work to be performed on the job sites, physically visiting the site, and marking the area with spray marking paint. Communication Develops and maintains strategic relationships with local government officials, customers, and contractors. Identifies project stakeholders and creates a communication plan to satisfy their needs. Reports results to appropriate company or governmental agency. Handles various correspondences relating to paving and related permits. Ensures all Customer Inquiries are responded to within 2 business days, advising customer of planned remedial action. Demonstrated ability to communicate effectively and tactfully with customer, both internal and external. Inspection Inspects quality of work performed by the contractor, ensuring compliance with all state and local municipality paving standards. Performs Contractor safety audits to ensure compliance with all corporate, state, and local municipalities safe work practices. Investigates and resolves concerns from various governmental road inspectors, and BGE leadership. Investigates and resolves customer Inquiries generated by the Customer Call Center (Priority Case, Governmental Affairs, PSC Case, Regular Case). Assesses and identifies repair area, communicates information to customer as necessary. Observes and assesses compaction conditions and conducts follow up activity as necessary. Conducts visual compaction inspections to meet company standards. Partners with contractors to remedy non-compliance issues and maintains ability to stop work if needed until adjustments are made. Record Keeping and Maintenance Accurately maintains all paving records. Utilizes PRCS reports to send work to contractors. Utilizes contractor location sheets to monitor Contractor planned work. Monitors and confirms weekly contractor ledgers for accuracy and proper payment. Resolves discrepancies with paving contractors' supervisors. Performs accounting tasks and uploads information to software systems as necessary to ensure accurate payment and record keeping for all contractor activity. Performs time entry utilizing company time management tool. Miscellaneous Must possess a valid driver's license and the ability to meet Company driving standards Oversees Flowable-Fill and Ancillary Services program as necessary Provides oversight for Baltimore City fine compliance as necessary Acts as certified traffic manager as necessary Supports design process by preparing paving cost estimates. Installs replacement gas frame lids as necessary Installs temporary road patching as necessary Serves as municipal paving standards Subject Matter Expert (SME) in Root Cause Investigations and Apparent Cause Evaluation investigations as necessary Is required to represent BGE Paving & Restoration Unit in legal matters as necessary. MINIMUM QUALIFICATIONS
- Knowledge. Thorough knowledge of BGE's environmental and safety practices, and a working knowledge of paving operations (including macadam, concrete, and landscape repairs), standards and materials. Working knowledge of City, County and State paving and safety specifications for the service territory. Skills/ Abilities:Demonstrated ability to coordinate, contract, assign, manage, and inspect paving work. Demonstrated ability to interpret and analyze construction drawings, make arithmetic calculations, complete work reports, and make recommendations accordingly. Obtain the MD State Temporary Traffic Control Traffic Manager's Training certification within six months. Ability to pass required Erosion and Sediment Control course. Demonstrated ability to operate personal computers, and associated company programs and ability to proficiently utilize software (including MS Office, Asset Suite 8, Paving & Restoration Control System, E-time, Concur, Condition Reporting Tool, Moblite, Small. World, Miss. U, photo tools, etc.).
NOTE:
Is required to work during emergencies, rotating shifts, or night work. Jobs require work outdoors in all weather. Education/ Experience: Over four years' experience in craft discipline associated with construction management and or paving restoration.
