Project Overview:
Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility. This is a one-of-a-kind opportunity, and we are looking for the talent that will help expand Poland’s nuclear base and build a strong and long-lasting energy future for generations to come.
Job Summary:
Provides expertise, advice, and direction for project and field materials management activities to ensure the overall organizational effectiveness among all functions responsible for the materials management process. Establishes operational objectives and work plans, and delegates assignments to subordinates. Participates in the development, modification, and execution of policies, procedures, and plans that affect project operations involving automated and manual material management and inventory control systems.#LI-MK1
Major Responsibilities:
- Manage a team of Lead materials coordination or planners on a large project.
- Provides expertise, advice, and direction for project and field materials management activities to ensure the overall organizational effectiveness among all functions responsible for the materials management process.
- Establishes procedure and monitors and approves the development of execution plans involving automated and manual material management and inventory control systems.
- Reviews the initial master schedule, detailed timing and sequence of each functional group, and actual progress of each group to confirm that materials meet required delivery dates.
- Reviews any schedule revisions for impacts and participates in the development of contingency planning.
- Ensures adherence to the project execution plan and that key activities are performed in the right sequence.
- Coordinates the project plan for identifying major equipment and bulk materials with Engineering.
- Identifies what information can be imported from Engineering programs, and that tag numbers are compatible with the automation program fields.
- Ensures that items on the equipment list have been identified for requisition and purchase, and that requisition issue dates support project detail schedules.
- Monitors Engineering progress in the preparation and issuance of material requisitions.
- Interfaces between Construction and Supply Chain to identify, requisition and establish delivery dates for material requirements resulting from design changes, rework, contingency/work arounds, scope changes, or materials missed in Engineering takeoffs.
- Monitors Supply Chain reports and activities to ensure that purchasing and expediting are working effectively to maintain milestone schedule dates.
- Reviews plans at the jobsite for adequacy of material warehousing, maintenance, control, and handling.
- Ensures efficiency of all material issue to Construction.
- Coordinates with Construction and Field Supply Chain the plans for material identification, material availability in support of installation plans, and equipment requiring special handling at the site.
- Prepares work hour estimates and organizational charts for the project and obtains management approval.
- Establishes long-range personnel requirements and coordinates timely staffing of positions.
- Monitors personnel utilization throughout the duration of the project.
- Formulates specialized training and career development programs necessary to assure that all assigned material management personnel are properly trained and qualified.
- Participates in the annual performance review for assigned Material Planners and Coordinator and provides feedback as required.
- Works on issues where analysis of situations or data requires an in-depth knowledge of organizational objectives.
- Implements strategic policies when selecting methods, techniques, and evaluation criteria for obtaining results.
- Establishes and assures adherence to budgets, schedules, work plans, and performance requirements.
- Regularly interacts with cross functional personnel and senior leadership on matters concerning project operations related to material management activities.
- Requires the ability to change the thinking of or gain acceptance from others in situations without damage to the relationship.
Education and Experience Requirements:
Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience
Required Knowledge, Skills, and Abilities:
- Prior experience in major global, direct hire and contract management projects, which include Engineering, Procurement and Materials Management activities.
- Advanced knowledge of all procurement operations related to the management of materials at area, regional, temporary and jobsite office locations.
- Advanced knowledge in Engineering and Construction activities, and knowledge of work processes related to materials management functions.
- Advanced knowledge of development and implementation of policies, instructions, procedures and guidelines.
- Advanced knowledge and experience in the use of the Bechtel Digital Supply Chain System (DSCS), and related engineering and other project data systems that interface with DSCS or other leading industry material management automation tools.
- Thorough understanding of Contracts and the flow-down of applicable clauses and requirements.
