This position will supervise and reports to the Human Resources Director.Essential FunctionsDuties include, but not limited to:Oversees the daily workflow of the department to include hiring & staffing, off-boarding, safety, employee relations, pension, benefits, payroll, employment verifications, unemployment hearings, new hire orientation, training, FMLA, ADA, leave of absence, and attend monthly Safety and HR Manager meetings.Maintains knowledge of trends, best practices, policy, and regulation changes in human resources; applies this knowledge to communicate changes in policy, practice, and resources to leadership.Act as point of contact in absence of MDO’s Director of Human Resources.Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the organization's human resource compliance and strategy needs.Knowledge of the Health & Welfare manual, COBRA, pension guide, Civil Service Regulations, Home Rule Charter, and Administration Board Rules.Performs other duties as required.Competencies, Knowledge, Skills and AbilitiesMust be organized, detail and task oriented with the ability to establish priorities and follow up on multiple issues in a time sensitive mannerHave ability to exercise a high degree of confidentiality, professionalism, diplomacy, discretion, firmness, and the capacity to collaborate across diverse teams and city departmentsAbility to effectively manage multiple projects, tasks, and priorities in a fast-paced environmentExcellent verbal and written communication and interpersonal skillsStrong analytical and problem-solving skillsExceptional organizational skills - able to effectively track status of a variety of tasks/projects and utilize systematic organization tools to meet deadlines and manage workloadInitiative and solution orientedKnowledge and skill in applying the principles, methods, techniques and practices of effective Human Resources ManagementFlexibility to both work independently and as part of a team Must be proficient in Oracle database management systemFluency in Microsoft Office SuiteQualificationsBachelors degree in Human Resource Management, or equivalent field of study required.
