ICF is growing and we’re seeking a Data Governance Lead to join a new and exciting opportunity serving a Quality Reporting Program for a federal client.
Our agile team is responsible for the review and publication of quality measures on a federal public website, review new, modified and retired measures for corresponding changes needed, business requirements and user stories for production. Additionally, we are responsible for the communication and coordination of data received from various federal data providers and publishing it on the website. We work with numerous federal agencies and their contractors to ensure data which is publicly reported is accurate and published within the established guidelines, project plan and roadmap.
Our Data Governance Lead is responsible for coordinating with data providers to outline the content and data layout of any new measures publicly reported on the website, ensuring the data is appropriately QA’d and parsed prior to publication on the federal client’s public website, and is able to lead automation effort for QA. The Data Governance Lead will also be responsible for collecting measure suppression requests and work with the team to create a suppressions file appropriately applying the approved suppression request where appropriate and maintaining a downloadable data dictionary. This position will be responsible for the maintenance and proper management of the backlog as well as troubleshooting/resolving content management issues. The Data Governance Lead is also responsible for responding to HelpDesk inquiries related to quality measures on the website, coordinating, executing and reporting on User Acceptance Testing and developing strategic plans for technology used on the project.
Key Responsibilities:
- Coordinate with Quality Reporting data providers and contractors to send/receive data
- Create strategic plans and execute plans for technology innovation
- Develop automation plan for QA and UAT activities
- Perform QA on files containing quality measure data along with creating QA test cases
- Creating User Acceptance Testing templates and reviewing errors in the files
- Collect measure suppression requests and create a suppressions file
- Develop acceptable quality metrics, testing plans and resolution of file errors
- Respond to HelpDesk inquiries related to system issues
- Support the Program Director and Project Manager to develop the overall timeline and roadmap
- Other duties as identified
Required Qualifications:
- Bachelor’s Degree in Information Technology or related field and 5 years’ experience in healthcare IT OR Master’s degree and 2 years’ experience
- 1+ year experience with federal websites and working knowledge of Section 508 Accessibility of Information and Communications (ICT) Technology
- 1+ year experience in multi-federal contractor environment
- 1+ year experience with content management platforms, such as Drupal or Word Press and managing platforms such as AWS
- 1+ year experience with html, csv, json and other data management mediums, such as reviewing content and providing feedback on corrections to be made to the data
- 1+ year experience with Atlassian (Jira/Confluence)
Preferred Qualifications:
- PMP Certification
- Experience with Scrum Framework, Scaled Agile Framework (SAFe) experience a plus
- Experience working with federal clients such as the Centers for Medicare and Medicaid Services (CMS)
- Experience with writing business requirements

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$92,986.00 - $158,076.00
