Position Information
The Arlington Aging & Disabilities Services Division (ADSD) is hiring a Regional Older Adult Facilities (RAFT) Program Manager for a unique regional mobile mental health program, which provides intensive multidisciplinary mental health treatment to adults 65 and older discharged or diverted from state institutions to the community and long-term care facilities in Northern Virginia. The RAFT program also provides dementia outreach, education, coordination, and respite services for caregivers and individuals 55 and over with a diagnosis of dementia.
The RAFT Program Manager reports to the ADSD Division Director and manages operations for RAFT and implements a successful innovative program in collaboration with the Northern Virginia Regional Projects Office, and five regional partners in the Counties of Fairfax, Arlington, Prince William, Loudoun, and the City of Alexandria. In addition to clinical oversight of the program, responsibilities include developing and updating policies and procedures, overseeing contracts and memoranda of understanding with nursing homes and assisted living facilities, managing the RAFT budget, and adhering to County purchasing requirements, and processing invoices to verify the delivery of goods and services.
Specific duties include:
Supervising 12 staff: four (4) mental health therapists, one (1) psychiatric nurse; (3) dementia outreach specialists; (1) dementia education and outreach specialist (1) data analyst; and (1) Administrative Specialist;
Managing a $2+ million budget and monitoring the appropriate spending of grant funds;
Administering, evaluating and monitoring the effectiveness of the clinical and dementia services offered, reviewing monthly outcome reports, and making recommendations for changes in service delivery;
Collaborating with State psychiatric hospitals, local private psychiatric hospitals, administrators of nursing homes and assisted living residences including regional coordinators of older adult programs in Community Services Boards, program staff and other community agencies;
Facilitating timely admission and discharge protocols for clients in collaboration with partners;
Reviewing client treatment plans, assessments and progress notes, and assuring that the appropriate mental health care is being provided to clients;
Planning, developing, and implementing an array of behavioral health and dementia services, including evaluating the program and service delivery for changes or enhancements;
Facilitating a regional approach to servicing individuals in long term care communities and their homes or the homes of family members/caregivers, including providing education, training and resource coordination to clients and their families with a goal of promoting the stability of these individuals in the least restrictive environment;
Overseeing efforts of the regional dementia support services and initiatives with state mandated targeted deliverables, and facilitate outreach and education on dementia care; and
Serving on county and regional task forces, advisory groups, and professional organizations to assess impact of new initiatives and provide input to proposed changes in state law and treatment/licensing standards, to advocate for new program changes and coordinate services to best serve regional populations.

Selection Criteria
Minimums:
Master's degree in Counseling, Psychiatric Social Work, Psychology, Art Therapy, or directly related clinical field;
Significant and considerable experience providing clinical therapy and other mental health services, including the application of diagnostic and treatment services;
Providing critical mental health services to the older adult population; and
Possession of professional licensure (LPC, LCP, LMFT, LCSW) from the appropriate board of the Virginia Department of Health Professions, appropriate to the employee's discipline, is required upon hire or within 90 days of hire.
Desirables: Preference may be given to candidates with experience in one or more of the following:
Working with long-term care residential settings;
Serving and working with diverse populations;
Leadership, administrative, and clinical skills; and
Managing contracts and/or grants.
Special Requirements

Possession of professional licensure (LPC, LCP, LMFT, LCSW) from the appropriate board of the Virginia Department of Health Professions, appropriate to the employee's discipline, is required upon hire or within 90 days of hire. Virginia licensure as a Clinical Psychologist may be acceptable licensure, based on area of assignment.
A pre-employment background check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.
Completion of a State of Virginia Central Registry Check.

Work Hours:
Monday – Friday, 9:00am – 5:00pm.
Flexible schedule including some evenings, weekends, and on-call, with telework options 2 to 3 days a week.
This position is in Heritage Building in Annandale, Virginia, but travel to the main human service office in Arlington County during the week and for long-term care residences is required.
This is a grant funded position and is contingent on available funding.
