Position Overview:
Under general supervision, the Utility Analyst is responsible for the financial administration practices and procedures associated with the management of utility service provider contracts and payment of utility service provider invoices. Reviews charges, identifies disparities, and resolves basic issues with the service provider. Allocates costs across the enterprise and performs regular audits to ensure compliance.

Review charges, identifies disparities, and resolves basic issues with the service provider.
Allocates costs across the enterprise and performs regular audits to ensure contract compliance.
Responsible for connection and disconnection requests for utility services and ensuring proper billing results.
Maintains and updates a proper database of all utility bills.
Responsible for working with various departments of Harris County for wireless device requests.
Provides ad-hoc utility reporting to departments as requested.
Administrative Duties:
Filing, opening bills, delivery of bills to the Auditor for processing.
Operational Support and may be assigned other tasks as needed.

Requirements
Education:
BA in Business Administration, Finance, Accounting or a related field
Experience:
Minimum of two years of related experience in Business Administration, Finance, Accounting, or a related field.
Substitutions:
Four years of related experience with High School diploma or GED may be substituted for BA in Business Administration, finance, or a related field.
An Associate’s degree in Finance, Accounting, Business Administration or a closely related field and two years of related experience may substitute for the education requirement.
A Master's degree in a field directly related to the job may be substituted for the above experience requirement.
Knowledge, Skill & Abilities (KSAs):
Functional knowledge of procurement practices and requirements.
Great organizational, multi-tasking, and time-management skills.
Must possess excellent interpersonal and written/oral communication skills.
Strong problem solving, analytical, and transactional research skills.
Strong knowledge of personal computers and software, specifically Microsoft Office, and advance knowledge of Microsoft Excel.
Fully supports Organizational goals to optimize the business and operating models of supported agencies.
