The Workforce 360 Program for the Substance Abuse and Mental Health Services Administration, (YouthBuild/CCMEP), seeks an energetic, self-directed, social service-minded individual to manage a community-based employment program serving Cuyahoga County. The Program Manager will provide leadership and direction in program development and promotion, maintenance and achievement of agency goals/compliance standards/regulatory requirements, fiscal accountability, and the overall development and growth of direct and indirect reports.
Essential Functions:
Develops strong community supports and collaborative partnerships. Maintain effective linkages with other department and agency staff, employers, outside agency professionals, and other community organizations.
Develops and maintains strong relationships with OhioGuidestone’s clinical teams and provides oversight of regular meetings with the entire internal interdisciplinary team to review client progress.
Provides oversight of the compliance of IPS fidelity.
Direct supervision of assigned staff including hiring, supervision and a high emphasis on employee development, ranging from growth within current positions and expanding leadership and supervisory skills necessary to ensure agency success.
Meets regularly with staff to develop and maintain a consistent approach to supporting and expanding the development of personal, practical, leadership skills and professional development of participants.
Develops and maintains working relationships with funders, program partners, City, State, County, and Federal agencies.
Designs program structure, ensures quality, provides oversight of training, academics, employment/ educational components, and supports the clinical department.
Ensures quality, completeness and currency of records, statistics and program/agency forms.
Implements program procedures and guidelines, and evaluates program needs, strengths, and effectiveness.
Evaluates program data and completes monthly, quarterly, and annual reports for internal and external stakeholders/ funders.
Maintains budget accountability and compliance. Develops and implements goals designed to meet and/or exceed agency budgetary expectations while ensuring the highest quality standards. Assures that assigned services are adequately documented and that billing requirements are met, working pro-actively to assure budget compliance, and taking immediate action to resolve fiscal problems should they occur. Exhibits and demands care and competence in managing agency resources.
Responsible for contract and MOU creation and updates for funders, partners, and contractors as necessary.
Adapts programs and services to enhance this agency’s ability to serve the needs of the community. Communicates all goals as well as program/service adaptations with clear reasoning/justification as well as team and individual roles and responsibilities.
Ensures the integrity of program and service delivery, compliance and evaluation and moves to adapt programs/services as compliance standards change in an effective and efficient manner. Ensures compliance with internal standards and goals, all contract/grant specifications, as well as licensing, regulatory and accreditation standards including but not limited to ODJFS, County, Council on Accreditation, EAGLE Accreditation, State/County/Federal, Medicaid, ODMH, OHMHAS, etc…. Ensures all Local, State, Federal and GAAP laws and regulations. Acts with urgency and professionalism when dealing with program, team or employee concerns/issues and includes, through on-going communication, all appropriate agency representatives as needed.
Markets and promotes the program in the community to local organizations, potential employers, training providers, apprenticeship programs, and educational institutions; develop and present program presentations as needed.
Develops goals designed to meet external and internal agency performance expectations, enhancing the agency’s role as a premiere service provider.
Collects, reviews and approves supporting documentation and updates and maintain spreadsheets and databases for data management.
Meets the minimum outcomes per contract requirement which will be reviewed during scheduled supervision and team meetings.
Participates in the planning, organization and implementation of special events/department specific projects including job fairs, community fairs, community service-learning projects and fundraising events.
Maintains the confidentiality of client or collateral interaction within Agency defined standards.
Participates in staff training, supervisory and staff meetings.
Maintains regular and reliable attendance.
Exhibits positivity, flexibility and a willingness to provide in-service training and take on new responsibilities as requested or required.
Required Skills/Abilities
Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
Computer literacy skills, including Windows applications, Microsoft Office Suite, and basic database usage, as well as basic typing.
Must be able to exchange information with participants and/or families in various settings regarding program plans and performance of participant.
Organizational skills and attention to detail.
Performance/Physical Requirements
Work consists of walking, bending, stooping, ascending/descending stairs, and remaining in a stationary position 50% of the time, including positioning self to an equal level to assist individuals of all ages.
The work environment is based in the community and can include an agency office, school-based setting, and/or participant’s homes.
Must be able to drive frequently due to varying work environments including agency office, school based, community-based locations which may include participant homes in various communities.
Works flexible hours, which can include days, evenings, and weekends, as desired to meet the needs of clients and the OhioGuidestone and is available for crisis management by phone.
Interacts verbally with coworkers, representatives from outside agencies, and families.
Qualifications:
Minimum of 21 years of age required.
Bachelor’s Degree in a related field is preferred but not required.
Experience with low income participants and experience with young adults preferred.
Strong commitment to leadership, empowerment, and skill building.
Valid Ohio Driver’s license, proof of auto insurance required, and safe driving record required.
Ability to take and pass a physical exam, tuberculosis test, and drug screening.
