The Workforce 360 Program is seeking an energetic, self-directed, social service-minded individual to manage a community-based employment program serving Cuyahoga County. The Program Manager will provide leadership and direction in program development and promotion, maintenance and achievement of agency goals/compliance standards/regulatory requirements, fiscal accountability, and the overall development and growth of direct and indirect reports.
Essential Functions
Direct supervision of assigned staff including hiring, supervision and a high emphasis on employee development, ranging from growth within current positions and expanding leadership and supervisory skills necessary to ensure agency success.
Enhances department’s ability to work as a coherent and productive team. Demonstrates and models positive leadership and presents the agency in the most positive light with all internal and external contacts.
Develops goals designed to meet external and internal agency performance expectations, enhancing the agency’s role as a premiere service provider.
Ensures the integrity of program and service delivery, compliance and evaluation and moves to adapt programs/services as compliance standards change in an effective and efficient manner. Ensures compliance with internal standards and goals, all contract/grant specifications, as well as licensing, regulatory and accreditation standards including but not limited to ODJFS, ODE, County, Council on Accreditation, EAGLE Accreditation, NAEYC, SUTQ, State/County HMG, Medicaid, ODMH, etc Ensures all Local, State, Federal and GAAP laws and regulations. Acts with urgency and professionalism when dealing with program, team or employee concerns/issues and includes, through on-going communication, all appropriate agency representatives as needed.
Develops and supports program partnerships and collaborations, relationships with other community renovation/building/beautification programs, and detailed construction plan and schedule for renovation projects.
Responsible for maintaining relationships with the DOL and YBUSA.
Responsible for budget management, fiscal accountability, contract compliance, grant and foundation tracking and management, ordering supplies, program materials, credit card reconciliation, and match.
Completes monthly and quarterly YouthBuild reports and spreadsheets for YBUSA and DOL.
Responsible for data management, accurate and timely entries in required YB data systems, and monitoring and tracking program outcomes.
Works in partnership with CCMEP Program Manager on the following items:
Ensures YouthBuild contract compliance
Problem solves and engages in proactive discussions to ensure contract compliance with multiple funding streams
Prior to each cohort, clearly communicates YouthBuild expectations and elements required for classroom training
Collaborates to ensure positive performance outcomes are met
Completion of IDPs for each cohort
Schedules, plans, and coordinates YouthBuild graduations
Assists with SBIRT training as requested
Provides accurate and timely communication of contractual changes, and required program elements and services within YB programming with department staff/supervisors.
Maintains regular and reliable attendance.
May be involved in the planning, organization, and implementation of special events or department specific projects or seasonal program changes.
In times of need, employee may be asked to complete related duties other than those indicated above as assigned by their supervisor.
Performance Requirements
Requires typing and computer literacy, including Window applications and advanced knowledge of Microsoft Word, Excel, and Outlook. E-mail and basic database usage required.
Work is performed at the workplace or in the community. Interacts verbally with coworkers, community partners, representatives from outside agencies, families, and potential participants.
English reading and writing skills required.
Exceptional phone presence necessary and attention to detail and confidentiality required.
Will be driving in the community.
Works flexible hours, some evenings and weekends.
Public speaking and training skills required.
Maintains regular and reliable attendance
Must work a minimum of 10 hours per month in part time, benefit ineligible status; a minimum of 20 hours per week in part time, benefit eligible status; and 37.5-40 hours per week in full time, benefit eligible status
Physical Requirements
Must be able to remain in a stationary position 50% of the time
Must be able to access homes of participants in various conditions which may including ascending/descending stairs
Constantly positions self to an equal level in order to work with children of all ages
Must be able to drive frequently due to work varying work environments including agency office, school based, community based locations which may include participants homes in various communities
Qualifications:
Minimum of 21 years of age required.
Bachelor’s Degree in a related field is preferred but not required.
Experience with low income participants and experience with young adults preferred.
Strong commitment to leadership, empowerment, and skill building.
Valid Ohio Driver’s license, proof of auto insurance required, and safe driving record required.
Ability to take and pass a physical exam, tuberculosis test, and drug screening.
