The City of Alameda is seeking an experienced executive to lead Alameda Municipal Power (AMP) as the next General Manager, who will be a visionary and strategic leader committed to safety, sustainability, reliability and affordability.
AMP is among the oldest public or private utilities in the nation and serves over 38,000 residences and businesses in City of Alameda, a 22.7 square mile island community located across the Bay from San Francisco and to the southwest of the City of Oakland.
AMP procures power through long and short-term agreements as an active member of Northern California Power Agency (NCPA) and does not independently own any generation assets. AMP is also a long-time leader in the promotion of clean, sustainable, and renewable power, making the City the lowest greenhouse-gas-emitting community in Alameda County and one of the lowest in the State of California, reaching its goal of 100% clean power in 2020.
The General Manager - AMP is expected to establish the strategic vision of AMP, as well as provide direction for all work related to the design, engineering, construction, maintenance and operation of AMP facilities and businesses, negotiation and administration of contracts, and rate design. The General Manager also represents AMP with joint agencies and promotes AMP’s interests on various issues before local, regional, and national governing agencies.

IDEAL CANDIDATE
The Ideal candidate to fill the role of General Manager is:
- An experienced and highly qualified executive leader with capability to operate as CEO of a dynamic electric utility.
- A visionary and strategic thinker with significant experience in the electric utility field who demonstrates a commitment to safety, sustainability, reliability and affordability.
- An innovative and creative executive familiar with the latest advances and trends in the electrical delivery field.
- Politically adept at navigating multiple municipal boards and commissions and demonstrated capability to be a strong advocate for AMP’s and NCPA’s interests at the regional, state and national levels.
- A positive and skilled communicator, effective at negotiations and managing interpersonal interactions, including positive labor relations and effective employee management and engagement.
- A collaborative team member skilled at working cross departmentally and between agencies to meet shared goals.
Municipal Utility and electrical distribution experience preferred but not required.
COMPENSATION & BENEFITS
Salary Range: $283,682 - $344,819 annually based on a 37.5 hour work week (Additional 2.5% increase effective 7/14/2024.)
The City also offers a competitive benefits package, including:
- Retirement Program – Classic members established with PERS on or before 12/31/2012 will be assigned a retirement formula of 2.0% at 55. Employees hired on 01/01/2013 or later and who are not eligible for reciprocity with another California public retirement system, are classified as New PERS members and will be assigned a retirement formula of 2.0% at 62. Classic members pay a total pre-tax contribution of 8.868% (7% employee contribution and 1.868% employee paid City contribution). New members pay half the normal cost as determined by PERS, for FY22/23 New Members pay 8.25%. The City does not participate in Social Security; however, employees contribute 1.45% for Medicare.
- Medical, Dental & Life Insurance – Pre-tax monthly allowance up to $2,689.14 City contribution towards selected CalPERS medical plan; depending upon health plan and number insured; dental insurance fully covered for the employee and all eligible dependents; and a $100,00 life insurance policy provided by the City.
- Vacation – 150 hours of vacation per year, increasing according to length of service time up to a max of 187.5 hours annually.
- Holidays – 11 observed holidays plus 5.5 floating holidays.
- Sick Leave – 90 hours per year. Unused sick leave is converted to CalPERS service credit upon retirement.
- Transportation Allowance – $250 per month.
- Administrative Leave- 60 Hours per fiscal year - cashed out if not used.
- Long-Term Disability – The City provides LTD insurance up to $8,000 per month.
- Optional Benefits – Several optional insurance plans are available to eligible employees including vision, flexible spending account, dependent care program, long-term care, additional life insurance and 457 deferred compensation plans.
