Job Description Summary
The Talent Management Specialist provides recruitment, administrative and customer service support for the University to help attract and onboard the best talent. Supports the Talent Management team with recruitment administrative processes. Primary facilitator of New Hire Orientation for all new hires.
Minimum Qualifications
3 years of general Human Resource Experience and/or recruitment experience.
3 years of recruitment experience with job postings, offer letters, conducting orientations, data entry, and excellent customer service.
2 years of experience serving a diverse community of internal and external customers in a high paced work environment with a strong sense of integrity, confidentiality, diplomacy, and professionalism.
2 years of experience or knowledge of federal and state employment laws.
Strong attention to detail for accurate data entry, quality-focused but time effective, ability to solve problems and achieve measurable and attainable recruitment goals.
Excellent interpersonal skills with ability to maintain effective relationships. Strong verbal and written communication skills. Ability to present in small and large groups.
Intermediate computer skills utilizing Microsoft Office applications, internet, job boards, applicant tracking systems, and HRIS system experience.
Able to exercise a high level of discretion and confidentiality is a MUST.
Strong time management, organizational, and prioritization skills.
Ability to perform a fast-paced environment and work collaboratively with other HR functions.
Preferred Qualifications
BA in HR Management or similar field preferred.
Human Resource experience working in Higher Education preferred.
PHR or SHRM certification a plus.
Social media experience and social networking experience preferred.
Experience with recruitment in higher education preferred.

Specific Duties
Recruitment:
Responsible for full recruitment cycle and selection processes of all staff and faculty positions. This includes reviewing PDQs with hiring managers, posting jobs, actively following up on approvals required to post positions, making sure that compensation reviews are sent and done by the compensation analyst timely, attending interviews as search committee member, extending verbal offers of employment and coordinating onboarding tasks with hiring managers and other members of the Talent Management, Benefits, HRIS, and payroll teams.
Serves as primary contact for applicant tracking system questions, training and support.
Provides administrative support to the University community by assisting in building positions in PeopleAdmin, setting up search committee members’ access and training needed, and routing the positions through the approval process.
Conducts phone screenings, reference checks, and other recruitment tasks as needed by the University community.
Serves as primary point of contact for all external applicants and potential applicants with questions and concerns regarding the application process (via general email and applicant tracking system). Troubleshoots application questions/concerns with potential applicants.
Provides recruitment consultation to hiring managers on PDQ reviews/updates, resume review, applicant selection, and interview preparation on staff positions.

Data Entry and Administrative Support:
Responsible for all new hire data entry of all staff/faculty/student into Banner before the new hires start date; with high levels of accuracy, compliance, and confidentiality.
Accountable for driving the workflow of postings and offer approvals (through PeopleAdmin) by sending reminders to approvers that tasks are pending their approval.
Creates and sends offer/welcome emails to all new hires and collects all the required documents (signed offers, Banner form, direct deposit, etc.) in a timely manner so that all new hires are fully set up in their workstations by day one.
Creates and maintains personnel files; works with HRIS Analyst on resolving internal audit findings.
Processes PAFs for all post-hire changes including but not limited to: cell phone stipends, pay advices, interim pay, FOAP changes, title/supervisor changes, etc.
Prepares all new hire personnel files for faculty and staff in preparation for each of these group’s New Hire Orientation. Ensures new hire packets are always up to date, presentable, and available electronically.
Monitors the jobs@laverne.edu email account and responds to applicant/employee questions/concerns accordingly.
Assists with audit projects for Benefits, Compensation, and Employee Relations groups.
Assists with retention and engagement events by taking care of the logistics of those events (room reservation, communication, food ordering, invoice/p-card reconciling, etc.).
Serves approver of directory changes (in coordination with HRIS, OIT and Marketing).

Pre-Employment Responsibilities:
Initiates all background checks to ensure full and timely completion prior to new hires’ start. Escalates concerns of background checks and/or employment verifications with the Manager of Talent Management.
Coordinates all LiveScan tests and all pre-employment physicals with candidates with a timely follow up for successful completion prior to a new hire’s start date. Escalates any concerns with LiveScan and/or pre-employment physicals with Director, HR – Talent Management & Optimization.

Onboarding:
Conducts all New Hire Orientation sessions for faculty and staff and periodically updates and develops innovative ways to facilitate New Hire Orientations.
Collaborates with Talent Management Coordinator and Student Employment Coordinator to ensure that new hire orientations have a consistent message across various employment groups.

External and Internal Temp Assignments:
Coordinates temporary assignments with hiring managers and staffing agencies to find temp employees in timely manner. Gathers, collects, and distributes all necessary forms to hiring managers, temp employees, and staffing agencies prior to the start of the assignment so that there is minimized disruption on the hiring department and the employee is situated on the assignment quickly.
Works with OIT and budget to ensure temp employees are placed on assignments properly and in a timely fashion. Disconnects their access as soon as the assignment is ended. Coordinates with agencies, when applicable, to terminate assignments (involuntary) as quickly as possible.
Completes all data entry necessary and applicable for internal temp employees. Communicates with the rest of the HR team on data entry integrity concerns with temp employees.
Serves as primary point of contact for the university’s internal Temporary Assignment Program. Coordinates all aspects of recruiting and onboarding ULVs temp employees.
Responsible for processing weekly agency invoices and ensuring timely payment to AP. ·
Reconciles all temp assignment invoices with AP and works with budget ensuring that budget is in place for the continuation of assignments.
Primary facilitator of New Temp Employee Orientations; backup facilitator of all other New Employee Orientations.
