Examples of Duties
Job Purpose Under general supervision, supervises a unit or branch office within a major or diverse human services program or administers a small program providing human services and coordinates the unit/program with other units, programs, and community agencies.
Essential Job Duties
Assigns cases to subordinate employees and/or service providers and establishes priority.
Schedules staff to ensure adequate coverage.
Holds individual and group conferences to review cases and problems.
Interprets regulations and policies.
Reviews and approves case management plans, in conjunction with other human services or criminal justice professionals when applicable, and guides employees in their implementation.
Develops written guidelines and procedures for the delivery of case management services.
Assists with interview and selection of personnel.
Evaluates employee performance and program functions.
Trains subordinate employees and/or service providers.
Coordinates the unit/program activities with other County, State, and community resources and programs.
Resolves client complaints.
Participates in the development of program policies and procedures and supervises their implementation.
Participates in the development and maintenance of management information systems.
Prepares grant proposals and other reports.
Prepares and monitors the budget for the unit or program.
Reviews, presents testimony, or prepares legislation pertaining to the unit or program.
Handles difficult, complex, or unusual cases including formal case reviews.
Participates in individual, group, or family counseling.
Maintains records and prepares reports.

Examples of Other Duties May be responsible for facilities management of branch office. Represents the County, department or program in meetings and conferences. Provides information, education, and assistance to groups and organizations. Solicits community involvement or volunteer participation in the program. Performs other related duties as required.

Qualifications
Required Education and Experience Graduation from an accredited college or university with a bachelor's degree in a social or behavioral science Plus At least three years' experience providing human services such as intake/referral, counseling, or educating.
Related education beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years for the required experience.
Additional experience as a counselor, educator, or supervisor in a human services program may be substituted on a year-for-year basis up to a maximum of two years for the required education.
Preferred Qualifications
Current Certification as a Certified Therapeutic Recreation Specialist
Experience planning, developing, and coordinating Therapeutic Recreation Programs
Familiarity with the Americans with Disabilities Act and experience monitoring for compliance
Licenses and Certificates Some positions within this classification may require possession of a valid driver's license equivalent to a non-commercial, class C Maryland driver's license at the time of appointment.

Conditions of Employment
