Responsibilities
Provides assistance to the attorney while reviewing the work of paralegals and clerks.
Performs expert legal research and writing at a high level on extremely sophisticated issues.
Reviews investigative reports from various agencies, prepares summaries of those reports, and notes matters requiring close department review.
Conducts high-level analysis of facts, evidence, and legal authorities in connection with domestic and international investigations.
Uses facts, evidence, and legal authorities to create persuasive legal memoranda, motions, and briefs.
Drafts reports, develops training curricula, and prepares responses to Congressional and citizen correspondence. Analyzes and drafts comments regarding legislative proposals.
Prepares correspondence for a variety of issues that require a government official signature.
Coordinates with other support components in order to complete work requirements.
Performs other duties as assigned.
A. CONGRESSIONAL MATTERS (50%)
The attorney will support DEA's efforts to respond to Congressional inquiries seeking DEA information.
They will review, research, and provide advice on Congressional inquiries and subpoenas.
The attorney will conduct large-scale document review and production and have familiarity with document review programs such as Relativity, for identification of documents and redaction.
The attorney will analyze documents and make document responsiveness determinations in response to congressional inquiries. They will assess documents for law enforcement sensitivity, deliberative process, attorney client privilege or work product and consult with program offices regarding redactions.
The attorney will prepare witnesses, including Senior DEA Officials, for Congressional testimony, and for potential testimony in national cases.
Provides guidance to internal DEA divisions regarding scope and of the requests, as well as drafting and editing such responses.
Briefs DEA executive management on legal issues related to Congressional inquiries and affairs.
Manages or supports, as appropriate, document review and production in response to Congressional and external requests.
Addresses legal concerns raised by Congressional requests.
Supports office efforts regarding legislative, regulatory, and other policy proposals that implicate DEA equities.
B. ELECTRONIC DISCOVERY AND LITIGATION (50%)
The attorney will work with DEA data teams and/or HQ to identify responsive documents.
The attorney will conduct document review/redaction and assess documents for production in discovery.
Works with e-litigation team to develop an improved, integrated approach to electronic litigation that encompasses best practices, as well as the technology-based tools needed to handle the identification, collection, processing, review, analysis, production, and presentation of electronic evidence.
Identifies and drafts e-litigation and e-discovery best practices and strategies for the agency.
Analyzes, drafts and implements litigation holds.
Works with DEA headquarters and field personnel to draft, implement and update litigation holds.
Supports comprehensive training for all DEA personnel, including attorneys, agents, and staff involved e-litigation or e-discovery.
Supports DEA's mission to adhere to DOJ's mandates regarding electronic litigation and e-discovery.
Works with data teams on collections, processing, culling, searching, and productions.
Drafts other documents, such as work-flows and review protocols, as needed by the office.
Preffered Requirnments:
Strong research and writing skills
A background and/or interest in criminal law, legislative matters, and privacy; and great attitude, and is willing to learn.
Requirements
Bar Certified with Law degree
Two years' post-JD experience
Experience conducting legal research using various research tools and law library resources, to include Lexis-Nexis and West Law
Excellent communication skills; oral and written, to include legal writing skills
Strong organizational and prioritization skills, and ability to work with minimal supervision
Experience with the Microsoft Office suite of applications (Excel, PowerPoint, Word) and other common software applications, to include databases
Ability to work in a team environment, deliver the highest quality of work, and maintain a professional disposition under extreme pressure
This position requires U.S. Citizenship and a 7 (or 10) year minimum background investigation.
