The Philadelphia Department of Public Health (PDPH), Division of Disease Control (DDC) is tasked with the operation and maintenance of PhilaVax, the Immunization Information System (IIS) for the City of Philadelphia. PhilaVax’s primary mission is to collect and maintain immunization records for the City of Philadelphia. Information collected by PhilaVax is utilized by providers within the city and by partner programs within PDPH. The DDC uses IIS data to help prepare for public health emergencies and provide education to the community on how to stay safe and healthy.
The IIS interoperability coordinator is the front-line manager for IIS interoperability and data quality needs. The main function of the IIS Interoperability Coordinator is ensuring the accurate and continuous flow of immunization data to the IIS. Their main duties include onboarding providers to report to the IIS, tracking incoming data through HL7, flat files, and manual logs, and reviewing data quality in incoming files and data at rest. Additionally, the interoperability coordinator ensures that all required data elements are collected and provides data support for grants and expanded IIS operations. The IIS interoperability coordinator is a leader and mentor, relying on their experience with IIS and HL7 to guide and train a team of three; the IIS assistant interoperability coordinator, and two IIS interoperability specialists. Interoperability work is never static so the IIS interoperability coordinator must be flexible and dynamic with an eye for strategic planning and future technological innovations.
Responsibilities:
- Lead HL7 onboarding projects, both real-time unidirectional and bidirectional.
- Create and maintain mapping of clinic PINs and facility codes for IIS reporters.
- Arrange meetings with stakeholders, both internal and external.
- Analyze incoming HL7 coding to improve HL7 reporting, and overall, IIS data quality.
- Work with the IIS informatics manager to develop metrics for data quality improvement.
- Work with the IIS informatics manager and IIS assistant interoperability coordinator to develop process improvement reviews for existing workflows and metrics.
- Participate in weekly meetings with IIS informatics team to report on data quality and onboarding operations.
- Provide ad-hoc reports to the IIS informatics manager on interoperability operations as needed.
- Work with the IIS systems lead to develop PowerBi Dashboards for interoperability related activities.
- Monitor and manage duplicate patient records in the IIS.
- Provide training and leadership to interoperability support staff.
- Develop and submit abstracts for presentation at national and local conferences.
- Provide analysis on implementation of new technologies on IIS workflows and software.
- Participate in monthly vendor update calls as required.
- Support PDPH response to real-life public health emergencies as required.

Experience:
- The position requires two years of experience in IIS or IIS related field and a Bachelor’s in Health Informatics or related field.
- Or
- One year of experience in Public Health with a Master’s Degree in, Health Informatics, Health Information Technology, Public Health, Epidemiology, Information Technology, or related field.
Education Requirement:
- This position requires a Bachelors in Public Health, Health Informatics, Health Information Technology, Public Health, Epidemiology, Information Technology or related program with an emphasis on public health or health IT. Master’s degree preferred.
Required Qualifications:
- Must have project management experience.
- Must be authorized to work legally in the U.S.
Desired Qualifications:
- Knowledge of Office of the National Coordinator for Health (ONC) and CDC Standards.
- Basic understanding of the ACIP Immunization Schedule.
- Basic knowledge of EHRs and EHR products.
- Basic knowledge of HL7 immunization message standards.
- Experience with Structured Query Language (SQL).
Salary: $60,000 – 65,000 plus benefits, commensurate with education and experience
