Summary
The Project Manager supports the division in the execution of complex projects that meet the strategic goals and objectives of the Office of the Secretary. Division projects and initiatives must adhere to approved project scope, timeliness, and budget. The Project Manager analyzes complex business and operational needs and researches strategies and solutions to improve operational effectiveness. Uses tact and diplomacy to recommend solutions, including technology enhancements, when appropriate, to division stakeholders. Project management, technical, and communication skills are required to coordinate the development and execution of project requirements, schedules, and deliverables. Additionally, the Project Manager will follow appropriate change management methodologies to execute evolving requirements and garner stakeholder consensus. The Project Manager will keep all key stakeholders informed of project status and any risks to the successful execution of assigned project(s).
Duties and Responsibilities
Assists the Division Director and other designated division officers in the execution of highly complex projects to ensure adherence to project scope, scheduled milestones, and budget.
Develops and maintains complex data spreadsheets with formulae and custom reporting to monitor the progress of projects and initiatives; and, as necessary, identifies and recommends project and business process improvements to increase efficiencies.
Researches and collects industry or other Board project data for comparative analyses. Develops, maintains, and enhances project reports and databases. Drafts responses to key Board reports, such as division’s annual operating plan, the Board’s quarterly performance reports, and other strategic reports.
Compiles data from all relevant sources and produces regularly scheduled and complex ad hoc reports on application or system implementation requirements, appropriate benchmarks and studies, project metrics and tools, or other requirements necessary for successful project implementation.
Performs complex risk assessment analysis. In consultation with technical and business operations experts, the risk assessment process helps prioritize decisions around the organization’s compliance with project management guidelines and information security mandates.
Creates project plans, drafts project charters, documents project requirements, and negotiates project schedules and milestones. Liaises with business operations experts within the division to communicate project status and timelines; and recommends solutions to resolve issues and concerns. Escalates issues, concerns, and risks to senior leaders appropriately.
Acts as a site administrator for team project sites. Creates, updates, and enhances tools used for coordination and collaboration, such as developing team calendars and workspaces.
Leads project meetings within the division and with colleagues throughout the Board, including IT Division and Division of Financial Management colleagues. Develops meeting agendas, drafts meeting notes, documents action items for follow-up, prepares synopsis of new developments, deliverables, and timeline changes. Maintains such information and all project and program documentation for reference in a centralized location.
Prepares the division program owners and division senior leaders for executive-level meetings. Ensures that project-related materials are summarized for division director and other executive/senior leader updates.
Leads software and other technical training related to new technologies and project management skills. Provides presentations and debriefs of specialized training for new division or Board initiatives.
Identifies appropriate directions for own professional development and initiates activities that lead to self-improvement.
May report to and assist other division officers, chiefs and managers in the implementation of division projects, or of Boardwide importance.
Performs other related duties as assigned.
Position requires strong organizational and time management skills, with experience in applying project management competenciesandpractices.Musthavestrongtechnicalskillsandabilitytosolvehighlycomplexproblemsandmanage shifting priorities.Must have excellent communication skills and maintain timely and accurate communications with all stakeholders and clients.Must be highly skilled in MS Project, MS Visio and Microsoft Office Suite.Knowledge level is typically achieved through completion of a bachelor’s degree and four years of experience in project management and project technical support or acquired through extensive work-related experience; or equivalent combination of relevant training and experience. Completion of Project Management Certification (CAPM or PMP) or equivalent programs is highly desirable.
This a 2-year limited term position located in Washington, DC with an onsite cadence of 6 times per month and as business needs require.
