San Mateo County Health is excited to be able to offer a full-time, benefited, unique job opportunity to well-qualified individuals for the position of Supervising Nurse Practitioner(Supervising NP) Forensic Medical Unit, as part of San Mateo Medical Center's Keller Center.
The Keller Center for Family Violence Intervention is a unique outpatient medical unit affiliated with San Mateo Medical Center Emergency Department. We perform forensic medical exams on victims of assault and abuse and work in a collaborative multidisciplinary team that includes law enforcement, the District Attorney’s office, Child Protective Services, Aging and Adult Services, and several community agencies. We also provide education and serve as a resource for other community hospitals and clinics.
The Supervising Nurse Practitioner will collaborate with the Medical Director of Specialty Services and Deputy Director of Ambulatory Nursing in planning, organizing and directing the activities and staff of the Keller Center along with developing standards of practice for forensic exams and reporting. This classification is distinguished from the Nurse Practitioner Series for having full administrative supervisory responsibility over other Nurse Practitioners. The selected individual will spend up to 30% of time in direct patient care at SMMC, which includes performing forensic medical exams for victims of sexual assault, domestic violence, elder abuse and child abuse. Testifying in court will be part of the job responsibilities.
The ideal candidate will possess the following qualities:
At least two years of forensic examination training and experience
Trauma Informed Care training and experience
Experience bringing diverse viewpoints and stakeholders together successfully to accomplish goals and commands the trust and respect of others
Interest in team-based care and creating a positive patient experience, and has demonstrated innovation and initiative in realizing that vision
Has overseen and led complex projects and coordinated interdisciplinary teams
Has at least two years of experience in supervising and mentoring others
At least three years of experience as a Practitioner, and a minimum of six months of lead or supervisory experience overseeing clinical care

Examples Of Duties
Duties may include, but are not limited to, the following:
Provide administrative direction and supervision over all Keller Center Nurse Practitioners, including assigning, directing, monitoring the work and performance.
Act as a resource to staff and provide advice on more complex clinical and administrative issues; provide direction, guidance, and leadership to staff; and prepare performance evaluations.
Monitor adherence to medical policies, procedures and Standardized Protocols and recommend changes as needed.
Perform forensic medical exams for victims of sexual assault, child sexual abuse, child physical abuse, domestic violence, and elder/dependent abuse.
Take complete medical histories and perform complete medical screening exams.
Initiate screening and diagnostic procedures according to standardized procedures.
Make mandated reports to Law Enforcement, CPS, and APS as required by law.
Collect and preserve forensic evidence per California State protocol.
Maintain accurate records on the state OES forms.
Maintain accurate records of medical assessments, follow-ups, and diagnostic work up evaluations.
Evaluate results of clinical findings and laboratory tests.
Counsel patients and family members regarding health maintenance after exposure to a personal assault or abuse.
Assist in coordination of referrals to other health or social agencies as pertinent to the case.
Provide telephone consultation to other health care providers.
Respond to subpoenas and testify in court as a percipient or expert witness.
Prepare documents and photographic evidence for District Attorney as needed
Participate in professional and administrative meetings, as well as committees as assigned.
Assist in revision of county and hospital policies specific for medical forensic issues.
Assist in trainings for staff, Law Enforcement, CPS social workers, District Attorneys, Victim advocates and Mental Health Providers in the County.
Assist in grant writing and statistical data management.
Assist with Sexual Assault Response Team (SART) coordination and Peer Review.
Work with Medical Director, Contracted Physician and Manager to ensure staff and physician coverage schedules align.
Perform related duties as assigned.
Qualifications
Licensure/Certification:
Possession of a California license as a Registered Nurse.
Possession of a California Board of Registered Nursing (BRN) Nurse Practitioner Certification.
Possession of a California Board of Registered Nursing (BRN) Furnishing Number.
Possession of a DEA Number.
Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is three years of practice within specialty area or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Knowledge of:
Principles of personnel training, supervision and evaluation, as well as hiring and selection.
Principles, practices and procedures used in the detection, diagnosis and treatment of common health problems as related to the clinical specialty.
Laws, statutes, codes, and regulations related to the specialty area which govern health service providers, and Joint Commission and other regulatory requirements.
Fundamentals of clinical medicine as related to the clinical specialty of the Clinic or Service.
Drugs commonly used in the area of specialty including the indications of their use, anticipated therapeutic effect, side effects and untoward reactions and contraindications.
Safety and infection control practices and procedures.
Normal and abnormal values of laboratory tests and their clinical significance.
Operations and care of medical equipment and instruments used in the area of specialty.
Laws and regulations pertinent to the practice of nursing and medicine applicable to assigned specialty.
Community resources and referral systems.
Provisions of the Nurse Practice Act.
Skill/Ability to:
Supervise and coordinate administrative and operational activities related to assigned clinic or program.
Coordinate activities with other departments or programs within the Medical Center and the County.
Direct and participate in the analysis of a wide variety of moderate to complex operational problems and make effective operational and/or procedural recommendations.
Interpret policies, guidelines and procedures; develop recommendations for improvements, as necessary.
Supervise, evaluate and train assigned personnel.
Communicate effectively both orally and in writing.
Assess the health status of patients.
Provide health care services including the taking of a complete medical history, doing complete physical examination and other related clinical procedures.
Identify and manage health problems common in the area of specialty.
Develop and implement treatment plans for patients according to policies and protocol.
Analyze and interpret health information/data including results of laboratory testing.
Establish and maintain effective working relationships with patients, professional staff and others.
Follow safety practices and procedures.
Maintain accurate records and preparing reports.

Current San Mateo County and San Mateo County Superior Court employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, SEIU or AFSCME represented extra-help/term position prior to the final filing date will receive five points added to their final passing score on this examination.
The examination will consist of an interview (weight: 100%). Depending on the number of applicants an application appraisal of education and experience may be used in place of other examinations, or a screening committee may select those applicants whose education and/or experience appear to best meet the needs of the position based solely on the information provided in the application materials. Because of this screening process, all applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination.
