Job Abstract

To perform skilled electronic, electro-mechanical, microprocessor control, and electrical work in the installation, modification, maintenance and repair of traffic signal, street lighting, and parking revenue control equipment.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey level. Positions in this class are flexibly staffed and are normally filled by advancement from the lower class of Traffic Control and Lighting Technician I, or, if filled from the outside, employees would by required to have extensive experience maintaining and repairing electrical and electronic traffic signal control, parking revenue control, and/or street lighting equipment, and to have completed all appropriate training courses. Incumbents perform the full range of the most difficult electronic and electrical work with independence, and are fully competent on "state -of-the-art" traffic signal control equipment such as type-170 and/or N.E.M.A. type 90 controllers. Incumbents may provide technical supervision to lower-level Traffic Control and Lighting Technicians and Trainees.

SUPERVISION RECEIVED AND EXERCISED

The Traffic Control and Lighting Supervisor provides general direction to II-level Technicians, and direction to I-level Technicians. Technical supervision may be provided by II-level Technicians to lower-level traffic control and lighting personnel.

- Inspect signal controls, auxiliary equipment and street lighting equipment; diagnose malfunctions; adjust and replace electronic, electrical, and mechanical components; relamp traffic signals and street lights.
- Repair, replace, or modify signal head components, controllers, relays, switches, fuses, timers, and cabinet parts; design and construct special test equipment for shop testing of electronic components.
- Perform street cut operations at designated signal locations.
- Set out barricades and traffic cones and re-route traffic as necessary for safe operations.
- Investigate complaints and reports of parking revenue control equipment malfunctions; adjust, repair or remove defective equipment; make field repairs of damaged equipment.
- Diagnose and repair electronic, electro-mechanical, and microprocessor controlled parking control equipment; perform preventive maintenance and testing.
- Maintain schematic drawings, operations manuals, and problem and repair logs on related parking equipment.

Work is sometimes performed at heights and during bad weather.

Knowledge of:

- Principles, methods, materials, tools, and practices used in the repair of electronic, electrical, and mechanical devices.
- Components and parts of electronic and electrical devices used in parking control, street lighting, and traffic control.
- Principles of solid state electronics and high voltage electricity.
- Occupational hazards and standard safety precautions required in electrical and electronic work.
- Principles and practices of the installation, maintenance, and repair of the most complex "state-of-the-art" electronic and electrical devices used in traffic control, such as type-170 and/or N.E.M.A. type 90 controllers.
- Principles of supervision.

Ability to:

- Work with independence and to make decisions relative to work methods and tools.
- Understand and interpret written and oral instructions.
- Read blueprints, wiring diagrams and complex electronic circuit diagrams
- Prepare simple reports.
- Perform work at heights, and during bad weather conditions.
- Use and care for tools and equipment used in maintaining and repairing electronic, electrical, and mechanical devices.
- Work nights, weekends, and holidays as necessary to resolve emergency problems.
- Work with a high degree of independence.
- Install, maintain, and repair the most complex, "state-of-the-art" electronic and electrical traffic control devices, such as type-170 and/or N.E.M.A. type 90 controllers.
- Supervise the technical functions of lower level traffic control and street lighting staff.
- Work nights, weekends, and holidays as necessary to resolve emergency problems.
- Train lower level personnel.

Experience::

Two years of experience as a Traffic Control and Lighting Technician I in the City of Sacramento or five years of experience in the maintenance and repair of electrical equipment, solid state electronic computers or related equipment, three years of which must have included working on traffic signal control, parking revenue control, and/or street lighting equipment.

Education:

Specialized training in solid-state electronics. Must have completed approved training programs in the most complex traffic control devices.

Proof of education such as, but not limited to, university/college transcripts and degrees should be submitted with your application and will be required at the time of appointment. Unofficial documents and/or copies are acceptable.

An applicant with a college degree obtained outside the United States must have education records evaluated by a credentials evaluation service. Evaluation of education records will be due at time of appointment.

Special Qualifications:

Driver License:
Possession of a valid California Class C Driver License is required at the time of appointment and is a condition of continued employment. Loss of the Class C License is a cause for discipline. Individuals who do not meet this requirement due to physical disability will be reviewed on a case-by-case basis.

Possession of a valid California Class B Driver License with no air brake or automatic transmission restriction in some assignments.

Residency Requirement:

Employees in this classification must reside within thirty-five (35) air miles from the freeway interchange at W-X, 29th-30th Streets within one year following appointment.

PROBATIONARY PERIOD:

Employees must complete twelve (12) months of probation at a satisfactory performance level prior to gaining permanent status.
