Job Abstract

The City of Riverside, Public Utilities Department (RPU) is accepting applications for the position of UTILITIES ASSOCIATE ELECTRICAL ENGINEER OR ELECTRICAL ENGINEER OR SR. ELECTRICAL ENGINEER to fill one (1) vacancy in the Electric Division. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.

Duties for a Utilities Associate Electrical Engineer may include, but are not limited to, the following:

• Plan and perform electrical engineering work professionally and accurately; participate in and complete electrical projects and upgrades to the Electrical infrastructure requiring general engineering and technical ability.
• Perform studies of technical, environmental, and economic feasibility, engineering field studies, and related studies pertaining to proposed and existing system facilities; provide insight, expertise, and direction for electrical projects and initiatives.
• Research, investigate, and discover activities pertaining to new and failed materials, engineering, and construction practices; provide recommendations and expertise regarding faulty materials and potential solutions.
• Prepare, draft, and create contracts and specifications for electrical engineering and construction services; understand electrical engineering principles and apply to specific projects or problems needing engineering solutions.
• Develop, coordinate, and assist in the management of large electrical engineering projects; assist in the identification of special problems which have an important effect on other significant utility projects.
• Provide background information and documentation for management consideration on major projects and technical matters involving engineering theories, concepts, and principles.
• Make sound decisions independently on minor technical problems and methods related to the work being performed; monitor and oversee safety adherence and compliance.
• Perform other duties as assigned.

• Perform studies of technical, environmental, and economic feasibility, engineering field studies, and related studies pertaining to proposed and existing system facilities; provide insight, expertise, and direction for electrical projects and initiatives.
• Update and adjust written directives for engineering guidelines, standard material lists, standard specifications, and technical and administrative policies and procedures.
• Research, investigate, and discover activities pertaining to new and failed materials, engineering, and construction practices; provide recommendations and expertise regarding faulty materials and potential solutions.
• Prepare, draft, and create contracts and specifications for electrical engineering and construction services; understand electrical engineering principles and apply to specific projects or problems needing engineering solutions.
• Develop, coordinate, and assist in the management of large electrical engineering projects; assist in the identification of special problems which have an important effect on other significant utility projects.
• Provide background information and documentation for management consideration on major projects and technical matters involving engineering theories, concepts, and principles.
• Make sound decisions independently on technical problems and methods related to the work being performed; monitor and oversee safety adherence and compliance.
• Perform other duties as assigned.

• Perform complex studies of technical, environmental and economic feasibility, engineering field studies and related studies pertaining to proposed and existing system facilities.
• Plan their own work and the work of others. Complete special projects that are frequently long and complex, requiring advanced engineering and technical ability. The projects often involve new, innovative and original ideas. This responsibility includes such projects as:
• Develop and update written directives for their department and for use by other employees to include:

• Research activities pertaining to new and failed materials, engineering and construction practices.
• Economic, loading, load flow, and project justification reports.
• Other directives as required.
• Develop major engineering projects and other engineering projects with unique problems which have an important effect on other major utility projects.
• Provide background information and documentation for management consideration on major projects and technical matters involving advanced engineering theories, concepts and principles.
• Work with other engineering personnel of limited experience in an advisory capacity or supervisory capacity.
• Make sound decisions independently on technical problems and methods related to the work being performed.

Qualifications for Utilities Associate Electrical Engineer:

Education: A Bachelor's degree in electrical, civil, mechanical or a related engineering field from an accredited college or university. An Engineer-in-Training (EIT) Certificate is highly desirable.

Experience: No experience required.

Necessary Special Requirements:

• Possession of an appropriate, valid class "C" California Motor Vehicle Operator's License.

• Possession of an appropriate, valid class "C" California Motor Vehicle Operator's License.

• An Engineer-in-Training Certificate.
• Experience in the following areas:
  1. Preparing preliminary and final designs, cost estimates, schedules and specifications for new business and customer driven projects.
  2. Assisting in establishing schedules and methods for providing electrical services; identifying resource needs and allocating resources accordingly.
  3. Participating in the work of staff responsible for preparing electric service plans, reviewing drawings and customer plan submittals, and reviewing and approving complex engineering designs.
  4. Working directly with customers on their projects to address concerns effectively and promptly.
  5. Working independently and collaborating with other team members to complete assigned work.

• Possession of an appropriate, valid class "C" California Motor Vehicle Operator's License.

• Possession of a valid certificate as a registered Professional Electrical Engineer
• Experience in the following areas:
  1. Leading as a consensus builder among a diverse workgroup
  2. Experience with the principles and practices of electrical engineering applied to distribution, transmission, and/or electric development
  3. Experience working with Federal, State and local safety laws, codes and regulations including Cal-OSHA, CPUC G.O. 95 and 128 regulations, NEC, and USERC.
  4. Experience related to distributed generation interconnections (CPUC Rule 21)
  5. Excellent oral and written communication skills, and be customer focused, to appropriately identify and respond to clients’ business needs.
  6. Evaluating and resolving complex technical or management issues; developing and conducting oral presentations to internal and external audiences; effectively explaining complex and/or controversial policies, regulations, rates, electric service requirements, procedures and/or activities internally/externally.
  7. Project Management, managing scope, timelines, and budgets for electric development projects
     
     
• Knowlege in the following areas:
  • Principles and practices of sound personnel management, supervision, training, and performance evaluation and the ability to select and evaluate staff
  • Ability to prepare reports and studies relating to electrical engineering; supervise and review the work of engineering and technical personnel; review and prepare specifications, estimates and lists of materials; establish and maintain effective working relationships with supervisors, fellow employees, and the public
