The City of Oxnard's Housing Department, Affordable Housing and Economic Development Division, is seeking a highly motivated individual who is committed, compassionate, willing to be challenged and wants to make a difference in the lives of others and is committed to affordable housing and the economic vitality of the City of Oxnard.
WHAT YOU’LL DO:
Oversee the implementation of various affordable housing programs, which may include, the Residential Rehabilitation Program, Down Payment Assistance Program, Commercial Rehabilitation Program, Accessory Dwelling Unit Assistance Program and compliance with the affordable housing requirements of the Inclusionary Housing, Additive Zone, and Density Bonus Ordinances.
Evaluate and underwrite loans for affordable housing and economic development projects, including mixed use projects, preparing loan documents, monitoring construction financing, and completing conversion to permanent financing.
Serve as project manager for a variety of complex affordable housing and economic development projects. Manage activities within assigned projects and programs; perform feasibility assessments, prepare budgets and financing plans, select designers, consultants and developers, apply for grant and funding opportunities, and monitor and coordinate design and construction.
Facilitate community outreach events and develop partnerships with various stakeholders such as residents, non-profit organizations, businesses and various service providers.
Develop and administer budgets and contracts for assigned programs and projects.
Forecast funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; and recommend adjustments as necessary, as well as assist with the preparation of the annual budget and provide information necessary for the Housing Department’s Grants Management and Finance Division to process budget adjustment requests, and adjusting journal entries.
Prepare and present reports, recommendations and information to community and business groups, City Council, boards and commissions, and public and private agencies. Attend a variety of meetings and represents the City of Oxnard on various task forces, committees and community organizations. Requires attending evening meetings.
Lead and coordinate the work activities of staff, as assigned and may assume responsibility of personnel activities including performance evaluations, training, selection, and disciplinary actions.
SUPERVISION EXERCISED/ SUPERVISION RECEIVED: Direction is provided by the Division Manager. Incumbents may supervise professional, paraprofessional and support level staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures, or may serve as lead workers assigning and monitoring work completion. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management.
DISTINGUISHING CHARACTERISTICS: This classification is distinguished from the Administrative Services Analyst, Senior in that it provides staff supervision, oversees a major financial function or administrative program having city-wide impact, or performs complex analysis and/or program administration, serving as a designated subject matter expert..
WORK SCHEDULE:The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am-5:00pm. Depending on the work assignment staff may be assigned to a shift that is outside the standard work hours. In addition, this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs.

Provides program, project or functional oversight in assigned area; performs complex analysis and oversees advanced management service support activities and processes; monitors, guides and ensures compliance with applicable policies, procedures, processes, standards and regulations.
Serves as a liaison and advisor with internal departments, agencies, and other external organizations, groups and/or representatives; responds to inquiries and requests; manages escalated issues; reviews, recommends and implements solutions to issues.
Recommends, develops and implements policies, procedures and/or processes related to assigned projects, functions and/or programs. Prepares, reviews and maintains a variety of reports, correspondence, forecasts, contracts and/or related fiscal or administrative documentation.
Participates in the development, implementation, monitoring and evaluation of assigned division, program, and/or project budgets and expenditures. Provides procurement recommendations and assists in purchase acquisitions.
Facilitates, coordinates, collaborates and/or participates in meetings with internal and external program/project/function stakeholders.
Performs other duties of a similar nature and level as assigned.
POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE:
Positions assigned to housing may be responsible for:
Providing program oversight and supervision for City housing authority programs and/or housing units;
Ensuring that laws, rules and regulations are implemented;
Reviewing and approving staff work;
Performing compliance review of contracts;
Preparing and monitoring budgets.
Minimum Qualifications
The following are the minimum qualifications necessary for entry into the classification:
EDUCATION:
Bachelor’s degree in business administration, finance, accounting or related field
EXPERIENCE:
Five (5) years of journey-level professional experience in the area of assignment and two years of supervisory experience.

NOTE: For most positions, the City of Oxnard relies on office automation (Microsoft Office/Google) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.
Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.
Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.
This position requires a 12 month probationary period.
