Job Summary
The Assistant Supervisor of Water Quality serves as a back up to the department head and will assist with the oversight of the City’s water quality monitoring and analytical testing programs and department staff to ensure regulatory compliance, process control, and protection of public health and the environment associated with the City drinking water and wastewater programs under the federal Safe Drinking Water Act (SDWA) and Clean Water Act (CWA).
The Assistant Supervisor of Water Quality will assist the Supervisor of Water Quality with ongoing planning, development, implementation, and maintenance activities associated with the drinking water and wastewater monitoring and reporting programs to meet regulatory requirements pertaining to the operation and maintenance of water and wastewater laboratories and compliance testing programs. This employee will attend meetings and maintain all departmental operations in the absence of the Supervisor of Water Quality and may be required to respond to departmental emergencies outside normal business hours.
Essential Duties and Responsibilities
Assists with all administrative duties of the department including payroll, purchasing, and project management.
Assist with annual Water Quality Department budget preparation activities and management of funds.
Assists with supervision and control of the expenditures of the laboratory, including all external contract lab testing needs of water and wastewater monitoring programs.
Provides direct supervision of all subordinate Water Quality Department personnel.
Acts as QC manager for the laboratory and the analytical testing program to ensure lab compliance with all water & wastewater testing and reporting protocols of SDWA and CWA.
Coordinates City drinking water complaint investigations and new line testing activities.
Assists with management of City ground water discharge permit issued for golf course irrigation with wastewater.
Assists with research and special studies as needed to implement new test procedures and treatment plant processes.
Acts as the lead for monthly preparation and electronic reporting of golf course irrigation discharge monitoring reports (DMRs).
Provides the training of subordinate department staff on lab testing, sampling, and safety procedures.
Assists with purchasing, handling, and maintenance of lab equipment and supplies used within the department.
Provides backup as a working lab and field tech during any extended absence or vacancy of lab tech positions.
Acts as a backup to Supervisor of Water Quality in their absence.
Performs other duties as assigned.
SUPERVISORY RESPONSIBILITIES:
Provided direct supervision to all subordinate staff within the water quality department including planning, assigning, and directing daily work activities, as well as, doing annual employee performance appraisals.
Responsible for coordinating all lab sampling and testing activities to optimize productivity.
Assists with interviewing, hiring, and training of all new department employees.
Required Qualifications

REQUIRED EDUCATION AND/OR EXPERIENCE:
Bachelor’s degree in chemistry or closely related field from a four-year college or university.
Three (3) years of relevant on the job work experience in an analytical water/wastewater laboratory.
One (1) year of experience or training in the area of water quality laboratory management with some direct experience with the supervision of subordinate employees.
REQUIRED CERTIFICATES AND/OR LICENSES:
Vehicle Operator’s license with satisfactory driving record that meets insurability standards of the City’s insurance carrier is required. The employee must maintain the license for the duration of their employment.
Registration as a certified analyst with Maryland Department of Health (MDE) for bacterial analysis or ability to obtain within one (1) year of employment. The employee must maintain the certification for the duration of their employment.
Certification as drinking water sample collector with Maryland Department of Environment (MDE) or ability to obtain within 6 months of employment. The employee must maintain the certification for the duration of their employment.
Knowledge of federal and state laws and regulations pertaining to operation and maintenance of water and wastewater laboratories and compliance testing programs.
Knowledge of computers and their applications, including Microsoft Office Suite, particularly Excel, at an intermediate level.
Ability to understand and apply advanced mathematical concepts including algebra and statistical mathematical concepts, formulas, and operations.
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents and other written information.
Ability to read, write, and speak in English effectively to allow presentation of information to top management, public groups, and other work-related customers or clients.
OTHER DESIRABLES:
Administrative experience in the areas of public health and/or environmental protection and regulations related to drinking water and wastewater.
Licensed as Environmental Health Specialist with emphasis in water quality area.
