This position will coordinate and manage workflow for the Division of Animal Control. The position provides supervision, direction, and assistance to administrative specialists in performing a variety of administrative and customer service related duties for the Division. In addition, this position provides administrative support to the Division Director. Supervision and direction is given to administrative staff; supervision is received from the Animal Control Manager and Director, Division of Animal Control.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES
Supervise, train and manage administrative support staff; coordinate daily office procedures and workflow which includes managing division calendar(s)
Perform (or participate in) personnel administrative functions, including evaluations, disciplinary actions and hiring of Division personnel; complete personnel action forms associated with Division personnel
Perform time-sheet approvals; analyze timekeeper data for the Division; review timesheets for adherence to County policies regarding leave; resolve timesheet errors
Assist the Director with annual budget preparation; assist with preparation of budget forms
Perform price negotiations for shelter supplies and review and approve supply requisitions and billing
Evaluate and manage procurement for the Division utilizing Infor financial system; enter, track, review, and approve purchases and transactions; reconcile purchase receipts and accounts
Prepare invoices for contract veterinarians; record and track all animals spayed or neutered at the shelter; record and reconcile controlled dangerous substances logs
Inventory all shelter supplies and place supply orders as needed
Oversee efficient and accurate data-entry performed by administrative support staff by reviewing reports; compile and prepare data, reports, etc. in the shelter's PetPoint database system
Monitor and review adoption, return-to-owner, rescue, microchip, and licensing paperwork for accuracy
Maintain and update Division's policy and procedures with final authorization given by Division Director
Verify, prepare, and deposit daily cash/check/credit card intake
Create maintenance work order requests and approve work orders upon satisfactory completion of work
Compose, prepare, proofread, and sign correspondence, memorandums, division statistics, and daily kennel checks; review and respond to incoming mail, e-communications, etc.
Attend meetings on behalf of the division
As needed, perform administrative specialists' duties in their absence
Coordinate and plan Annual Shelter Open House and rabies clinic (2 per year)
Oversee Shelter Food Bank program which includes accepting and processing applications to ensure applicants are in compliance with program requirements and communicating shelter programs to applicants (i.e. spaying/neutering, rabies vaccine and County pet licensing, etc.)
Drive County vehicle to pick up supplies and drop off items, as needed
Perform other duties as assigned

QUALIFICATIONS AND REQUIREMENTS

Associate's degree
Minimum 4 years administrative support work experience which includes workflow office coordination experience (calendar management, coordination of meetings and space, interoffice communications)
Minimum 2 years fiscal work experience; i.e. accounting, procurement, budgeting, bookkeeping
Intermediate skills in Microsoft Office Word and Excel software
Possession of a valid automobile operator's license
NOTE: Additional administrative support work experience will reduce the education substitution to a high school diploma
KNOWLEDGE / SKILLS / ABILITIES:
Ability to maintain County Authorized Driver privileges
Strong and effective spoken and written (English) communication skills
Ability to effectively organize multiple tasks, establish priorities and to complete assigned duties with minimal supervision
Ability to maintain a pleasant, professional demeanor while dealing with the public in a wide variety of circumstances
Ability to learn Federal, State, County and municipal laws and regulations governing the enforcement and control of animals, as well as other relevant sections of the Frederick County and Maryland State Code
Strong math and clerical/record-keeping skills including the ability to accurately compile and verify statistical information, and to accurately prepare forms and reports
Ability to learn, use and comply with two-way radio communications regulations and standards
Ability to work with sensitive information and maintain appropriate confidentiality
Ability to develop and maintain effective working relationship with co-workers, community organizations, vendors and the general public
PREFERENCE MAY BE GIVEN FOR:
Experience using Infor Financial System
Administrative work experience in an animal care environment
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS:
While working in this position, the employee is required to constantly sit, walk, reach and perform repetitive motions; and occasionally lift up to 20 pounds
While working in this position, the employee is required to constantly work indoors; and occasionally work near chemicals / fumes; and rarely is exposed to infectious diseases

Available for varied work schedule within Animal Control Center operating hours (Monday, Tuesday and Friday 8 a.m. – 6 p.m.; Wednesday and Thursday 8 a.m. – 8:30 p.m.; Saturday 8:30 a.m. – 4:30 p.m. (Sundays for special shelter events)
Ability and willingness to obtain rabies pre-exposure vaccinations (at County expense)
