About the Position
Under direction, to layout, coordinate, assign, supervise, train, evaluate, prepare required reports periodically and record the work of technicians engaged in operations, reading and maintenance of meters, backflow prevention devices, water pumping plants, telemetry (SCADA) controls, water reservoirs and booster pumping plants; to ensure safe production, delivery, and protection of the City's water supply; oversees water sampling programs and monitors results to ensure compliance with all applicable regulatory agencies; monitors and ensures compliance with State and Federal regulations regarding water system operations repair, testing, inventory and other appurtenant records as directed; and to do related work as required.

Works under the direct supervision of the Water Division Manager.
SUPERVISION EXERCISED
Exercises supervision of Water Operations Division full-time and part-time maintenance staff. Supervises the following positions: Pump Operator I and II, Meter Reader I and II, Water Service Representative I and II, Water Quality and System Lead Operator and other staff in the Water Division as assigned by the Water Division Manager
Examples of Essential Functions
The following functions are typical for this classification. The incumbent may be assigned to manage either the Water Production or Water Distribution Sections of the Division. The incumbent may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.
Assigns, schedules, inspects, trains, and supervises all work of technicians related to the operation of the meter maintenance shop, pumping stations, telemetry (SCADA) controls and reservoir facilities.
Maintains and appropriate inventory of fittings, spare parts, and other required appurtenance.
Maintains records and prepares reports and recommendations regarding replacement, repair and testing of meters, construction hydrant meters and backflow prevention devices.
Responds to customer questions pertaining to water quality and billing problems and prepares and maintains appropriate record data regarding the resolution of these matters.
Enforces safety regulations and conducts personnel safety training and educational seminars in the use of tools, equipment, and work procedures.
Conducts plant surveys and inspections for cross connection control in conjunction with the Los Angeles County Health Department, Central Basin Municipal Water District, and the State Water Resource Control Board (SWRCB).
Reviews plans and advises management of possible corrective work procedures; conducts plant surveys for Cross Connection Control.
Performs performance evaluations for and reviews same with affected personnel and prepares appropriate recommendations regarding these evaluations; evaluates and approves requested sick leave, vacation, and personal leave for personnel under his supervision and makes recommendations regarding employee leave without pay requests.
Oversees the Water Sampling Program. Reviews sampling schedule to ensure accuracy and timelines meet the State Water Resource Control Boards (SWRCB) requirements. Coordinates with the Water Replenishment Disrtrict to ensure the Title 22 drinking water quality schedule is correct and sample results meet water quality standards. Reports timely on any correction actions and takes the lead on reporting and notifying the Water Division Manager and SWRCB of any water quality concerns.
Oversees and participates in performing routine preventative maintenance of pumps, motors, chemical equipment, and related equipment including lubricating, operating adjustments, cleaning, and painting equipment.
Oversees and participates in inspecting pumps, treatment systems, valves, pilot controls and other water facilities and appurtenances; installs, repairs, and maintains equipment as necessary.
Submits monthly production and other reports to SWRCB, assists with the Water Loss Audit report and the Electronic Annual Report (EAR) and other State and Federal reporting requirements.
Performs related work as required.

Education and Experience
Graduation from high school and minimum of one (1) year of experience in a responsible lead capacity in the operation, maintenance and repair of water production and telemetry (SCADA) control facilities are required; effective oral and written communications skills are required, along with computer software knowledge. A strong background in water technology courses and an associate’s degree in organizational management or closely related field is desirable.
License/Certifications/Special Requirements
Possession of a valid Class C California Driver’s License, including a satisfactory driving record and possession of a Grade III State Water Resource Control Board Distribution Certificate are required at the time of appointment and throughout employment.
Possession of Grade III State Water Resource Control Board Water Treatment Operator’s Certificate and possession of Cross Connection Control Specialist Certificate required within one (1) year of appointment.
Required to participate in 24-hour emergency standby duty, which may include responding to emergency calls during non-regularly scheduled work hours, including nights, weekends and holidays.
Must be able to perform standby functions as required to meet operational needs of Water Division.
Knowledge, Skills, and Abilities
Knowledge of Municipal water system operation, including water meters, pumping plants and telemetry controls; knowledge of the application, operation and maintenance of backflow prevention devices; knowledge of state and county Health Codes and regulations that govern water services.
Ability to maintain an appropriate inventory, prepare, maintain and update permanent and periodic record data; ability to prepare written reports and correspondence; ability to supervise, schedule, train and instruct other personnel; ability to establish and maintain effective working relationships with other employees and with the public.

California Department of Motor Vehicles (DMV) Pull Notice System:
An incumbent appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice program provides information on the incumbent’s driving record and Driver’s License status on a periodic basis to the City of South Gate. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles.
