The Department
The Community and Economic Development Department is comprised of the Economic Development, Planning, Building and Safety, Housing, Emergency Services, Code and Parking Enforcement Divisions. The Economic Development Division strives to provide retail opportunities, create diverse job opportunities, and assists in the fiscal stability of the City. The Planning Division is responsible for reviewing proposed development for compliance with the City's Zoning Ordinance and General Plan and planning long range strategies. The Building and Safety Division ensures safe construction practices are followed according to federal, state, County and local standards. The Housing Division includes the federal Housing Choice Voucher (Section 8) Program and administration of the Community Development Block Grant (CDBG). The Emergency Services Division staff ensures proper Emergency Operation Center (EOC) training and that the City is prepared for natural or man-made disasters. The Code Enforcement Division is responsible for enforcing the municipal codes that relate to residential and business property maintenance standards. The Parking Enforcement Division enforces all parking laws in the California Vehicle Code and Municipal Code.
The Position
The Building Inspector is responsible for inspecting routine and complex structural and building systems at various stages of construction, alterations and repair and to assist in the review of building plans specifications. General supervision is provided by the Director, and technical or functional supervision may be provided by the Building Official.

City Hall is open Monday through Thursday, 7:00 AM to 5:30 PM. Employees work a 4/10 schedule from 7:00 AM to 5:30 PM (schedule may change base on the needs of the department). This position could be required to work non-traditional hours including nights, early mornings, weekends, and holidays.
Knowledge of:
- Accepted safety standards and methods of building construction.
- Building related codes and ordinances enforceable by the City, specifically, the Uniform Building Code, the zoning code, environmental codes, and energy regulations.
- Principals and techniques of building inspection work.
Ability to:
- Apply technical knowledge and follow proper inspection techniques to examine workmanship and materials, and detect deviations from plans, regulations, and standard construction practices.
- Perform journey-level inspection skills in a variety of specialty trade areas and to perform competent and efficient work as a combination Building Inspector.
- Determine that construction systems conform to the City Code requirements.
- Read and interpret building plans, specifications and building codes.
- Advise on standard construction methods and requirements.
- Make arithmetical computations rapidly and accurately.
- Maintain cooperative working relations with builders, contractors, and the general public.
- Enforce necessary regulations with firmness and tact.
- Work independently without supervision.
- Ability to operate a personal computer and other office equipment necessary to carry out assigned duties.
Education and Experience
- Possession of high school diploma or G.E.D. equivalent.
- Three (3) years of experience in the building inspections field.
- Public contact experience required.
- Must possess at least one (1) of the following International Code Council (ICC) Certifications at the time of submittal of employment application:
- International Building Code
- International Residential Code
- International Plumbing Code
- International Mechanical Code
- International Electrical Code
Current employees must possess at least one (1) of the International Code Council (ICC) Certifications listed above, within one (1) year of promoting to the Building Inspector position.Please attach a copy of your certificate with your application materials, or submit via email to bandrade@pico-rivera.org.
- Completion of supplemental courses/trainings in building, residential, electrical, plumbing and mechanical inspections is desired.
- Bilingual in English/Spanish is desired.
- Must be available to conduct emergency inspections after hours, holidays, and weekends.

Physical Demands
The position requires prolonged sitting, standing, walking, kneeling, squatting, and stooping in the performance of daily activities. The position also requires repetitive hand and finger movement and fine coordination in preparing reports using a computer keyboard. The incumbent is regularly required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms. The position also requires both near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service. The nature of the work also requires the incumbent to drive motorized vehicles. The need to lift, drag and push files, paper, and documents weighing up to 20 pounds is also required.
Mental Demands
While performing the duties of this class, the employee is regularly required to use oral and written communication skills; read and interpret data, information and documents; analyze and solve problems; observe and interpret data and situations; use math and mathematical reasoning; learn and apply new skills or information; perform highly detailed work on multiple concurrent tasks; work under changing and intensive deadlines with frequent interruptions; and interact with City officials, media, citizens groups, employees and others encountered in the course of work.

The employee is exposed to traffic, wet or humid conditions, and vibration. The noise level is frequently loud.
- A valid Class C California Driver's License or ability to obtain a Class C California Driver’s license within 10 days of hire, and a safe driving record throughout the course of employment. (City employees are registered with the Department of Motor Vehicles, Employee Pull Notice Program.)
- Proof of car insurance (to be eligible for mileage reimbursement based on the IRS issued rates).
- Possession of, or ability to obtain a Building Inspector Certificate issued by the International Code Council is required prior to completion of the probationary period, and is a condition of continued employment in this classification.
TESTING: Candidates who pass all qualifying phases (minimum qualification review, written examination, and/or oral interview) will advance to the hiring department who will have access to a pool of candidates to initiate the selection process. Veteran's credit will amount to 10 points to be added to the interview score. Proof of honorable discharge must be submitted with the application materials in order to be eligible for veteran's credit. Veterans who wish to utilize this credit must have served on a full-time basis (not reserve or auxiliary) in the armed forces for a minimum of six months (180 days).

Physical/Background Check
Upon conditional offer the selected candidate will be subject to background and reference checks and will be required to satisfactorily complete a post offer physical examination including a drug screen at the City's expense. Additionally, this recruitment may require LA Sheriff’s background check for radio frequency usage when approved by represented union group.
Probationary Period
New and promotional appointments shall be tentative and are subject to a probationary period of six (6) months.
Emergency Disaster Worker
City employees are registered as an Emergency Disaster Worker and must take an oath. In the event of a declared emergency, City employees shall initially remain at work, or if recalled, shall report to work after completing critical personal and family emergency responsibilities.
