| The Watch Information Coordinator provides direct support to the Maryland Coordination and Analysis Center (MCAC) Watch and Warning Division to maintain situational awareness of threats and to provide analysis that supports the decision making of public safety leadership in the state of Maryland. The Coordinator will work assigned shifts in the MCAC’s 24/7 Watch and work with Task Force Officers to monitor for relevant threat reporting, process Suspicious Activity Reports (SARs) and Requests for Service (RFS), and draft/disseminate alerts and intelligence reports. Additionally, the Coordinator will be responsible for routing information/intelligence received by the Watch to the appropriate staff members within other MCAC divisions based on the type of information received. The Coordinator will also work with the MCAC Collection, Intake, Dissemination and Request Coordinator to streamline MCAC’s processes related to information flow and information dissemination. This position regularly evaluates incoming threat information and, as needed, drafts analytical and situational awareness alerts and reports for a wide range of customers while adhering to professional analytic writing and privacy and civil liberty protection requirements. The position works to identify and coordinate priority investigative, intelligence, analysis, and enforcement related intake. The position will possess or obtain subject matter knowledge regarding all of MCAC programs and activities to ensure information and requests are coordinated effectively and that customers are informed regarding MCAC capabilities and needs.
**Due to the nature of the work in this position, the candidate may be required to pass a drug screening test and must possess (or be able to obtain) a government-issued top secret security clearance and pass a criminal background check.
**Employee will be required to work fixed or rotating shifts. Employee may also be required to work outside of normal duty hours including weekends and holidays during staff shortages, significant or special events and during crises or high-level investigations related to terrorism or criminal activities.
Key Responsibilities:
• Analyze multi-faceted data to show methods, trends, and patterns relating to law enforcement. • Conduct database checks and provide analyzed results in a report to respond to requests for information in a timely, efficient manner. • Compile in-depth intelligence products and complete projects relating to criminal activity, terrorism, cyber, or critical infrastructure and help with special projects as needed. • Ensure a comprehensive understanding and performance of Watch Center functions, specifically as they relate to the roles and responsibilities of the Watch Information Coordinator. • Support initial incident response to local school systems, emergency management, and public safety agencies for man-made threats and disasters as needed or directed • Partner with other jurisdictions in the gathering, vetting, validating, and dissemination of actionable intelligence during multi-jurisdictional operations (Virtual Command Center Coordination, situational reporting, and media monitoring). • Provide real-time intelligence support and situational awareness to incident commanders and decision-makers as a function of the fusion center’s response to crises, emergencies, or major incidents. • Provide all-source analysis to include research, evaluation and deconfliction of single-source unclassified reporting, other agency all-source finished intelligence, open-source information and other relevant data. • Product Development: Assist in the production, editing, publishing and dissemination of clear, concise, timely and relevant analytic products, as required. • Collect information from various sources, including open-source intelligence (OSINT), government databases, law enforcement reports. • Data Analysis: Analyze collected information to identify potential threats, trends, or patterns that may pose risks to public safety or national security. • Information Dissemination: Ensure that actionable intelligence is disseminated to appropriate personnel in a timely manner, including disseminating alerts and warnings to relevant stakeholders. • Information Sharing: Facilitate the timely sharing of relevant intelligence and information with partner agencies and stakeholders, both within and outside the fusion center. • Collaboration: Collaborate with other analysts and agencies to enhance the fusion center's analytical capabilities and to ensure a coordinated response to emerging threats. • Reporting: Create and distribute reports summarizing intelligence findings, threat assessments, and other relevant information to support decision-making by law enforcement agencies, emergency responders, and government officials. • Information Management: Maintain databases and information systems used for collecting, storing, and analyzing intelligence data. Ensure the security and confidentiality of sensitive information. • Technology Utilization: Stay updated on the latest technological tools and software used in intelligence analysis, and effectively use these tools to streamline data collection and analysis processes. • Training and Development: Stay current with evolving threats, trends, and intelligence analysis techniques through ongoing training and professional development. • Compliance: Ensure that all activities comply with legal and regulatory requirements, including privacy and civil liberties protections.
Education: Bachelor's degree or higher in sociology, psychology, criminal justice, law enforcement, business/public administration or a closely related field.
Experience: Two years criminal or terrorism analysis, investigative or law enforcement experience.
Preferred Experience: Work in a 24/7 capacity as a Watch Analyst/Officer or in support of Watch Operations.
Required Knowledge, Skills and Abilities
• Knowledge of classified and open source research and data analysis methods and techniques. • Ability to collect, assemble, analyze, and evaluate information, statistics, and other pertinent information to draw logical conclusions in order to effectively solve crimes. • Experience working with Arc GIS Mapping. • Experience working with Microsoft Office products (Word, Excel, Access, PowerPoint). • Ability to communicate effectively orally and in writing to a wide range and number of audiences. • Experience working with federal, state and local law enforcement databases. • Ability to work extended hours, including shift work and holidays as necessary. • Knowledge of the Intelligence Cycle and Criminal Investigations. • Knowledge in the collection, analyzing, and dissemination of criminal intelligence information. • Ability to prepare graphs, charts, tables, maps, and other illustrative devices from collected data or visual presentations. • Ability to effectively communicate both in oral and written form. • Ability to understand and follow directives, instructions, and standard operating procedures. |
