The Baltimore City Health Department (BCHD) seeks a Health and Nutrition Program Manager for the Division of Aging, Bureau of Community Services.

Founded in 1793, BCHD is the oldest health department in the country, with 800 employees and an annual budget of $126 million that aims to promote health and improve well-being through education, policy/advocacy, and direct service delivery. BCHD’s wide-ranging responsibilities include maternal and child health, youth wellness, school health, aging services, animal control, restaurant inspections, emergency preparedness, STI/HIV treatment, and acute and chronic disease prevention.
Under the direction of the Assistant Commissioner of Community Services, the successful applicant will oversee health promotion programs, the Senior Farmers Market Nutrition program, and support other nutrition services that educate and provide resources to the older adult population in the City of Baltimore as well as supporting complex administrative duties.

ESSENTIAL FUNCTIONS
- Oversee the Health Promotion Program, including a brain health initiative, by recruiting volunteers, coordinate trainings, develop out programs, schedule out workshops, promote workshops, compile and track data, and other tasks needed to promote and implement the program.
- Oversee the Senior Farmers Market Nutrition Program, including the tracking and distribution of program cards, training staff and volunteers on distributing cards, and supporting programming and developing strategies to improve redemption rates.
- Support the Eating Together in Baltimore Program by putting together nutrition education resources and presentations, providing or coordinating nutrition counseling for participants as needed, compiling reports, reviewing program menus, and coordinating program details alongside the Eating Together management team and the Assistant Commissioner of Community Services.
- Evaluate program activities to determine program effectiveness and to ensure achievement of program objectives. Support data collection, document tracking, and reporting requirements associated with state and federal funding that supports the programs. Complete reports on program activities for submission to superiors and others.
- Collaborate and coordinate with other agencies and organizations to implement programs. Speak before community groups and other organizations presenting, explaining and promoting program services.
- Develop, implement and recommend changes in program policies and procedures; interprets policies and procedures for others. With others, prepare and administer a program budget, developing budget recommendations and monitoring budget expenditures.
- Support the Assistant Commissioner of Community Services in the administration and management of Community Service programs. Participate in strategic planning sessions. Work with the Assistant Commissioner to trouble shoot and develop solutions to existing obstacles as needed.
- Attend and participate in meetings in coordination with program activities of BCHD and Division of Aging. Plan and prepares outreach events hosted by Community Services.
EDUCATION AND EXPERIENCE REQUIREMENTS
EDUCATION: Have a bachelor’s degree from an accredited college or university in Public Health, Nutrition, Gerontology, Social Work, or related field.
AND
EXPERIENCE: Have at least four (4) years of progressively increasing responsibilities in health program planning, administration, organization or coordination. At least two (2) years of experience supervising subordinate staff. Experience in working within a Governmental entity is preferred.
OR
NOTES(EQUIVALENCIES): Have an equivalent combination of education and experience.
LICENSES, CERTIFICATIONS AND REGISTRATIONS: Registered dietitian preferred but not required.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge in nutrition and/or public health.
- Knowledge of the basic techniques of social program administration.
- Knowledge of community social problems.
- Knowledge of basic Federal grant procedures.
- Knowledge of Microsoft Word, Excel, and Outlook
- Ability to plan, organize, implement and administer a social program.
- Ability to make budget recommendations and control expenditures.
- Ability to develop and install program procedures.
- Ability to speak and write effectively.
- Ability to deal with program recipients, community groups and representatives of public and private agencies.
- Administrative ability.
