(Formerly Code Enforcement Inspector I, II, and III) Under supervision of the Commissioner of Code Enforcement, makes inspections of residential and commercial buildings and structures, or any appurtenances connected or attached to such buildings or structures in the course of construction for the purposes of ensuring compliance with laws, ordinances, rules, and regulations relating to the construction, alteration, movement, enlargement, replacement, repair, equipment, use and occupancy, location, removal and maintenance. Performs related duties as required that pertain to enforcement of the Cleveland Housing, Building, and Zoning Codes as well as the Ohio Building and Residential Codes.
Minimum Qualifications
(Note: this classification utilizes the working titles of Building Inspector I, II, III, and IV, depending on the certifications held. Also, employees must be in each level at least one year before going on to the next level.) A High School Diploma or GED is required. A valid State of Ohio Driver's License is required. A State of Ohio Board of Building Standards (OBBS) certification as a Building Inspector and OBBS certification as a Residential Building Inspector are required. Must have and maintain certifications throughout employment. One of the following is required: Three years of full time paid experience as a construction contractor or supervisor for non-residential buildings or structures within the scope of groups regulated by the rules of the board OR; three years of full time paid experience as a skilled tradesman for work subject to inspection under a model building code organization or a code adopted for non-residential buildings or structures within the scope of groups regulated by the rules of the board, or experience as specified in section 103.3.3(2) OR; successful completion of a trainee program pursuant to section 103.3.9. In addition to the above: Building Inspector I - (Substitution: An OBBS interim or trainee certification as a Building Inspector and an OBBS interim certification as a residential building inspector may substitute for Building Inspector and Residential Building Inspector certifications.) Building Inspector II - Must have passed the P-1 Residential Plumbing Inspector examination through the International Code Council (ICC) or the 5A Plumbing 1 and 2 Family Dwellings through the NCPCCI. OBBS certification as a residential Plumbing Inspector is preferred. Building Inspector III - Must have passed the P2 Commercial Plumbing Inspector examination through the ICC per the inspector incentive schedule or the 5B Plumbing General through the NCPCCI. Building Inspector IV - Must have passed the E2 Commercial Electrical Inspector examination through the ICC or the 2B Electrical General examination through the National Certification Program for Construction Code Inspectors (NCPCCI).
