The purpose of the Procurement Contracts Officer position is to ensure that the University is not exposed to unreasonable risk as a result of the contractual relationships it enters into. This is accomplished by analyzing, negotiating and drafting contracts, contract language, and related contractual documents (e.g., Business Associate Agreements (Health Insurance Portability and Accountability Act - HIPAA/Protected Health Information - PHI)), non-disclosure agreements) for procurements of goods and services, particularly in such areas as software licenses, data security, and HIPAA.
The Procurement Contracts Officer will often independently review, negotiate and draft and/or revise complex business contracts to eliminate unreasonable risk exposure by ensuring: Compliance with Regental policies and the University mission; compliance with local, state and federal laws and regulations; mitigation of risk management concerns; and protection of University interests. The individual will often autonomously assess potential risk exposure to the University created by contract language and develop alternative language in order to reduce such exposure; provide information and advice to Supply Chain Management (SCM) and client departments (management, staff, and faculty) regarding contractual provisions, Regental policies and procedures; provide sound judgment and decision making in all areas; help develop standard forms, contract language, processes, and guidance materials for recurrent types of transactions; compile, stratify, and analyze data in order to produce reports for management; and maintain a positive atmosphere of professionalism and support, reinforcing University Operational Excellence, customer service, PRIDE and stewardship goals and objectives;
The Procurement Contracts Officer will also proactively seek opportunities to assist and support SCM and client departments; to develop innovative solutions to contractual and transactional problems; to facilitate and pursue strategic processes, transactions, partnerships, and goals; to educate and train colleagues and clients.
The final salary and offer components are subject to additional approvals based on UC policy.
Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.
The salary range for this position is $117,800 - $185,800 (Annual Rate).

- JD degree and two years of related legal experience, or an equivalent combination of education and experience; experience in health care or higher education
- Thorough knowledge of internal departmental / unit operating policies
- Advanced knowledge of the organization, including its infrastructure, goals, mission, rules, policies, guidelines, etc.
- Advanced understanding of University's Business and Finance Bulletins and other relevant rules, guidelines, policies and practices
- While SCM is not the cognizant office for out-licensing of University IP, incumbent should be conversant in this area.
- Proven ability to handle multiple projects and tasks simultaneously; ability to work under heavy pressure; demonstrated experience in the workplace with project management and successful completion and implementation of projects; proven ability to write reports, prepare presentations and other documents that convey information and ideas to the reader
- As this position interfaces with various University departments such as Office of Research; Privacy; Risk Management; and Capital Projects & Facilities Management; therefore, knowledge of the rules, policies, procedures, and practices that govern those areas and departments is preferred
- BA degree in a related field, and three years of experience in administrative analysis or operations research; two years of related legal administrative experience; or an equivalent combination of education and experience
- If not already obtained, incumbent will be expected to obtain and maintain CPSM (Certified Professional in Supply Management) certification
- Thorough knowledge of applicable state and federal regulations and general contract terms
- Advanced knowledge of contracting principles and practices, methods and procedures used in competitive procurement, including value analysis, and source selection techniques
- Advanced knowledge and understanding of specific contracting assignments
- Advanced written, verbal and interpersonal communications skills; and ability to deal effectively with broad and diverse constituencies ensuring strong customer service orientation and skills
- Advanced organizational, presentation and negotiation skills

- Advanced knowledge of contract law, the California Public Contract Code
