GENERAL SALARY INCREASE: A general salary increase of 3.5% effective December 22, 2024

RETIREMENT/SOCIAL SECURITY: Defined retirement benefits vest after 5 years of service. The County and you also each contribute to Social Security. For more information, visit: https://www.vcera.org/.
HEALTH PLANS: Medical, dental, and vision plans for you and your dependents. A flexible credit allowance of up to $23,530 annually.
FLEXIBLE SPENDING ACCOUNTS: Increase your spending power by reimbursing you with pre-taxed dollars for IRS approved dependent care and health care expenses.
EXECUTIVE ANNUAL LEAVE: 248 hours earned per year, increasing to 288 hours after 5 years of service, to 328 hours after 10 years of service, and to 368 hours after 15 years of service. *Credit for prior public service may be considered (Management Resolution, §1202)
ANNUAL LEAVE REDEMPTION: The ability to "cash in" or redeem up to 100 hours of Annual Leave per year after using 80 hours.
HOLIDAYS: 12 paid days per year, including 1 floating holiday to use at your discretion.
DEFERRED COMPENSATION: You may elect to contribute to one or both of the County's deferred compensation plans (established under Internal Revenue Code sections 401(k) and 457). If you participate in the County sponsored 401(k) plan, the County will match a part of your contribution up to 3% of your salary, on a per pay period basis. Following five (5) years of continuous County service, an additional 2% non-elective contribution will be made to the 401(k) plan.

The Assistant Chief Medical Officer is an At-Will classification that is exempt from the provision of the Civil Service Ordinance.
The Assistant Chief Medical Officer plans, organizes, directs, and provides senior executive leadership in the Health Care Agency (HCA) Ambulatory Care division focusing on clinic operations, medical policies, quality efforts, and hiring and onboarding providers. Assistant Chief Medical Officers are licensed physicians.
TYPICAL QUALIFICATIONS: Any combination of education and experience which has led to the acquisition of the requisite knowledge, skills, and abilities is qualifying. An example of qualifying experience includes:
Three (3) years of professional medical experience in an executive, administrative, senior physician, or health care management leader capacity in a public academic medical center or complex teaching hospital, including at least one (1) year of medical administration or teaching in an accredited teaching hospital.
NECESSARY REQUIREMENT:
Must be a licensed physician with the State of California
Examples Of Duties
Oversees the effective implementation of clinical improvement efforts throughout the Ventura County Health Care Agency (VCHCA) Ambulatory Care system in accordance with Federal, State and local policies and regulations to ensure high-quality care and patient safety, including collaboration with the Director of Nursing to create back-office workflows to streamline patient care.
Assists the Chief Medical Officer in supervising VCHCA Ambulatory Care providers including training, professional development, and strategic direction.
Recommends, develops, implements, and evaluates goals, objectives, policies, and procedures within Ambulatory Care.
Works with scheduling and management staff to provide prompt access for patient care.
Assists with quality improvement efforts throughout the medical system including supervising medical staff in providing quality medical care.
Assists in recruitment, hiring, and orientation for new clinicians.
Works with the Executive team to expand clinical services.
Communicates goals and expectations to medical staff, leadership, and administrators.
Develops and implements innovative and traditional plans and programs.
Identifies operational problems and formulates appropriate solutions.
Acts as liaison and exchanges information with public and private health services and programs, state and national hospital and medical associations, advocacy organizations, volunteer groups, law enforcement agencies, and community groups.
Performs special studies and projects including Federal Tort Claims Act coverage.
Prepares executive level reports and correspondence.
Provides professional medical services in an Federally Qualified Health Center (FQHC) 1-2 days a week.
Performs other related duties as assigned.
