CLASS DESCRIPTION
Baltimore City DOT (BCDOT) is seeking a Capital Planning Chief. As a senior-level manager reporting directly to the Deputy Director for Planning and Sustainable Transportation, the Capital Planning Chief is responsible for managing BCDOT’s Planning Division including its staff and consultants, managing numerous planning projects, programs, contracts, and grant applications and awards. The Capital Planning Chief also oversees development of the City’s expanding bicycle infrastructure program, Vision Zero, and Community Placemaking programs.
The Capital Planning Chief works closely with BCDOT senior staff to coordinate planning with various agency functions including Complete Streets Design, Traffic, Engineering, Community Engagement, Legislative Affairs, Transit and Micromobility, Communications, and more. The Chief also serves as a primary liaison to other City Departments such as the Department of Planning, Mayor’s Office of Infrastructure Development, Department of Housing and Community Development, Department of Recreation and Parks, and the Baltimore Development Corporation. The Chief also regularly coordinates with external partner agencies including the Maryland Department of Transportation, its modal administrations, and the Baltimore Metropolitan Council, which serves as the MPO staff to the Baltimore Region Transportation Board. Under the direction of the Chief, the Division’s planners also monitor and comment on regional, state, and federal actions, programs, and plans impacting BCDOT and other local transportation services by providing comprehensive analysis of their impacts.
In partnership with senior leadership, Division Chiefs, and other stakeholders, the Capital Planning Chief is engaged on projects as they are developed and implemented to maximize the investment toward the renewal of the City’s infrastructure. As a major component of the Planning Division, collaborative and responsive communications internal and external to the agency is paramount.
EDUCATION AND EXPERIENCE REQUIREMENTS
EDUCATION: Have a bachelor’s degree in urban or Transportation Planning, Civil Engineering, Business Administration, Public Administration, Management, or related field from an accredited college or university.
AND
EXPERIENCE: Have 10 years of progressively increasing responsibilities including 4 years of supervisory experience is required.
Master’s degree in city and/or Regional Planning or related field, and membership in the American Institute of Certified Planners (AICP) is a plus.
Excellent communication (oral and written), teamwork, facilitation, presentation, and analytical skills; experience working with government agencies, community groups, businesses and elected officials; project management experience; and attention to detail are desired.
