Purpose of Job:
The Finance Operations Analyst will work out of ODEC’s Glen Allen, VA office. This notable role includes performing treasury and risk management functions to ensure accurate, efficient, and timely execution of transactions and production of reports. The individual will serve as backup for the Manager of Treasury Services to ensure all daily cash management functions and banking transactions are performed accurately and timely.
Essential responsibilities include:
Treasury Operations Functions
- Back-up daily cash management, banking, and reporting duties of the Manager of Treasury Services
- Confirm accuracy of previous day’s bank-generated reports against treasury workstation reports.
- Maintain the Excel liquidity workbook to complete daily reconciliations of cash balances in accounts managed by ODEC.
- Retrieve daily interest rates and input the data into the prepayment option program database.
- Oversee accounts payable process, including reviewing all outgoing checks for accuracy and administering positive pay process to minimize potential for fraud.
- Facilitate invoice approval process by preparing invoices for payment, entering them into the system, routing them to the authorized approver(s) and preparing necessary communication to banks and counterparties.
- Analyze existing treasury software (treasury workstation and prepayment program) and reports (liquidity workbook, cash flow forecast, etc.) and recommend and implement improvements to enhance automation and error-checking.
- Function as a resource for other staff regarding utilizing the bank portal.
- Perform ad hoc analyses on operations, cash flows and prepayment program.
Risk Management Operations Functions
- Retrieve and analyze daily reports from outside entities, including ACES and PJM, compiling data to maintain various ODEC spreadsheets and reports, and provide them to the Director of Finance Operations for review.
- Monitor daily power and natural gas trade execution emails for compliance with ODEC policies, standards, and procedures. Notify the Director of any concerns or suspected authorization violations. Save trade execution emails in ODOC and update trade log reconciliation.
- Gather data and create reports for, compiling, and assembling monthly Risk Management Committee (“RMC”) meeting materials.
- Assist with biannual enterprise risk assessment by coordinating meetings with risk owners and provide technical support as needed.
- Analyze existing risk management reports and recommend and implement improvements to enhance automation and error-checking.
Compliance Administration
- Monitor and administer automated compliance notifications and coordinate task completion with task owners. Coordinate with IT to update the system, as necessary.
- Monitor data requests to facilitate ODEC SEC financial filings (annual and quarterly financial reports) and coordinate task completion with task owners.
- Request and collect SOC 1 reports from counterparties (PJM, ACES, investment managers, trustees/custodians, etc.) as required to comply with audit requirements.
Work Experience:
Minimum 5 years’ experience in accounting, finance and/or treasury required.
Critical Knowledge, Skills and Abilities:
- Intermediate level Excel proficiency
- Working knowledge of finance and accounting concepts
- Statistical/financial analysis experience
Education: Bachelor’s degree in Accounting, Finance, Economics, or Business or equivalent professional work experience
Travel details: Occasional travel (less than 10%) required for meetings and conferences via automobile and/or commercial airline.
Working Conditions and Physical Demands:
- Ability to enter data using hand-eye coordination and look at a computer monitor for long periods of time.
- Interact effectively with others through oral communication in person, over the phone and via video chat and in writing via email, text and Microsoft Teams chat.
- Work full days (8 hours) in an office environment.
