Overview
The Baltimore City Board of Ethics (“Board”) is an independent City body established by the City Charter and the City Code. The Board is responsible for administering and enforcing the Baltimore City Public Ethics Law (“Ethics Law”) through broad administrative, oversight, investigatory, and quasi-judicial functions. The Board is a volunteer body and relies on staff within the Office of the Inspector General (OIG) to carry out its mission.
The Special Assistant of the Board (“Assistant”) is a full-time OIG employee responsible for the Board’s administrative responsibilities on a daily basis. The Assistant reports to the Ethics Director and Officer. Specific areas of the Assistant’s responsibility include the following:
Guidance and Requests: Receives, documents, and directs requests from public servants and members of the public. Handles office tasks, such as resolving administrative matters, filing records, drafting reports, preparing for the Ethics Board meetings, and corresponding with individuals at all levels of government on behalf of the office.
Financial Disclosure Process: Assists with all administrative aspects of the annual financial disclosure process that encompasses approximately 2,900 City officials and employees. Communicates with City agencies and boards regarding their financial disclosure filing requirements. Notifies public servants about the filing process and deadline. Responds to filers’ questions and assists filers with completing their statement as needed. Tracks financial disclosure submissions and provides reports on submissions to supervisors and the Ethics Board.
Ethics Training and Other Requirements: Liaises with City agencies and boards regarding public servants’ ethics requirements and collects ethics forms. Enrolls public servants in the Ethics Training and records their completion of the course. Assists public servants with completing their ethics requirements and maintains a database tracking compliance.
Lobbyist Registration and Reporting Process: Communicates with lobbyists about the lobbyist registration process and reporting deadlines and assists them with the administrative aspects of registration and reporting. Tracks lobbyists’ filings and reports lobbyist activity to supervisors and the Ethics Board.
Office Administration: Conducts standard analyses of the office’s operations, programs, and procedures and consults with management on operational needs.
Minimum Qualifications
EDUCATIONS: Have graduated from an accredited high school or possession of a GED certificate.
AND
EXPERIENCE: Have five years of office support experience including two years in taking and transcribing dictation, scheduling appointments, writing correspondence and setting up meetings and agendas.
Required Knowledges, Skills and Abilities:
- Strong written and verbal communication skills
- Proficient computer skills, including in Microsoft Office (Excel, in particular)
- Excellent organizational skills and attention to detail
- Ability to exercise discernment and judgment regarding matters brought to the office
- Ability to communicate with a broad range of individuals at all levels of government and members of the public
- Sense of creativity and collaboration in improving processes and systems
