GENERAL PURPOSE
City of Upland is recruiting for Facilities Technician!!

Facilities Technician under general supervision coordinates and/or performs maintenance, repairs, and construction project services within City buildings and/or parks; performs maintenance duties, fabrication, and special project requests; coordinates workflow and repairs with outside vendors and contractors; maintains inventory of supplies; and performs related work as required.
CLASS CHARACTERISTICS: This journey level classification is responsible for independently coordinating and/or performing the full range of maintenance, repair, and construction duties within City buildings and/or parks. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.
CURRENT VACANCY:
One full-time position with full benefits in the Public Works Department.
REPORTING SCHEDULE:
12 months per year; 10 hours per day; 4 days per week (Monday through Thursday; 6 a.m. to 4:30 p.m. OR Tuesday through Friday, 6 a.m. to 4:30 p.m.).
PRE-EMPLOYMENT PROCESS: Applicants must successfully pass a background check and a job-related physical exam, including a drug test, prior to employment. Positions assigned to the Police Department must also pass a polygraph test prior to appointment.
SALARY:
Listed salary amounts indicate the first and last steps of the range for the position.
PROBATIONARY PERIOD:
12 months of paid service.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so qualified employees can perform the essential functions of the job.
- Plans, oversees, and participates in all projects that involve City facilities; inspects buildings and/or parks facilities to ensure they are in working order; diagnoses problems and performs repairs on City facilities including roofing, painting, plumbing, lighting, heating units, electrical, and chiller systems.
- Performs monthly maintenance of HVAC systems throughout the City; orders and changes filters; cleans coils; lubes motors and bearings; inspects and changes out belts; bows out enclosures for chillers and package units; cleans out fresh air pits.
- Schedules and participates in the set up and tear down of City events in conjunction with custodial staff.
- Prepares bid specifications and obtains quotes; ensures necessary repairs are scheduled; oversees and instructs contactors on where and how the job is to be completed; meets and coordinates with vendors for special projects or repairs related to building maintenance.
- Responds to daily tickets for damaged plumbing fixtures; sources replacement parts and follows through with needed repairs; plunges toilets; snakes lines and clears out clogged lines and clarifiers.
- Coordinates and provides oversight for janitorial services at City facilities; orders supplies; ensures custodial staff has material and equipment to perform needed services.
- Services gates at City buildings; cleans and lubricates chains, replaces belts, rollers, motors, and wheels as needed.
- Maintains and clears roofs, gutters, and drains ensuring they are free of debris.
- Performs odd jobs such as building desks; arranging desks and adds stand up stations; assembles chairs; moves furniture and boxes; mounts pictures and televisions; connects to power sources.
- Performs minor electrical repairs such as lighting outages, electrical outlets, minor electrical upgrades, light fixture upgrades, or repairs such as replacement of bulbs or new ballasts.
- Assists in budget preparation by recommending equipment expenditures and facility improvements, as required.
- Observes and complies with City and mandated safety rules, regulations, and protocols.
- Performs other duties as assigned.
QUALIFICATION GUIDELINES
Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education:
- Equivalent to completion of the twelfth (12th) grade, supplemented by college courses in building maintenance, electronics, or a related field.
Experience:
- Three (3) years of experience in electrical, general maintenance, and repair of buildings and associated equipment.
Licenses and Certifications:
- Possession of a valid California Driver’s License, to be maintained throughout employment.
Knowledge of:
- Principles of providing functional direction and training.
- Building and construction methods, techniques, and materials related to HVAC, plumbing, framing, electrical, troubleshooting pumps, and mechanical gates.
- Principles of maintenance, repair, and construction of governmental buildings.
- Occupational hazards and safety precautions necessary in work including safe driving principles and practices.
- Equipment operation, techniques, and methods used while maintaining government buildings.
- Uses and purposes of general construction tools and equipment.
- City and department policies and protocols.
- Effective interpersonal relations.
- City and mandated safety rules, regulations, and protocols.
- Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
- The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
- Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.

PHYSICAL AND MENTAL DEMANDS
Must possess mobility to work in office and field environments; strength, stamina, and mobility to perform light to medium to physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; frequently reach, twist, turn, kneel, bend, stoop, squat, crouch, grasp and make repetitive hand movement in the performance of daily duties; to climb and descend ladders, to operate varied hand and cleaning equipment, and to operate a motor vehicle and visit various City sites; and vision to inspect and operate equipment. The job requires frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to operate and repair tools and equipment. Employees must possess the ability to lift, carry, push, and pull materials and objects averaging a weight of 50 pounds or heavier weights, in all cases with the use of proper equipment and/or assistance from other staff. Employees must wear and use the proper Personal Protective Equipment (PPE).
WORK ENVIRONMENT
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and limited exposure to hazardous physical substances. Employees also work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, chemicals, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
