Under limited direction, assists the Parks and Facilities Manager in planning, developing, renovating, and administering contracts of parks and related public facilities; plans, directs, manages, and coordinates the maintenance of City facilities; and performs related work as assigned.
Duties/Responsibilities
The Assistant Parks and Facilities Manager is responsible for assisting with managing the functions, operations, and activities of the Parks and Facilities section of the Community Services, Parks & Recreation Department.
Essential Functions
Assist in developing and implementing policies relating to the use of land for development of parks and related facilities; assist in the acquisition of land for future park and facilities; inspect future park sites and works in progress.
Assist in planning, directing, and coordinating park and public facility planning activities.
Supervise and coordinate the activities of staff responsible for servicing and maintaining City facilities, buildings, and related equipment; inspect the work of staff.
Receive inquiries and provide information regarding parks activities; interpret and explain policies and procedures; respond to complaints; investigate and resolve service problems.
According to established procedures, authorize the purchase of equipment, materials, and supplies necessary to maintain park grounds, facilities, and programs; maintain records and prepare reports regarding materials, supplies, and equipment used in the completion of projects.
Participate in the selection of employees; plan and implement employee training; evaluate employee performance; initiate disciplinary action.
Recommends and participates in developing and administering the Parks and Facilities section budget.
Approves contracts related to the maintenance and custodial services of City buildings and facilities.
Prepare requests for proposals, review proposals, and recommend the selection and hiring of consultants for projects, advertise for and review construction bids for selected projects; supervise and inspect completed work.
Interact with co-workers at all levels in the organization in a collaborative and customer service-oriented manner.
Perform all duties within the context of the City's Mission Statement, Vision, Organizational Values, and Strategic Plan.
Qualifications
Any combination of education and experience that provides the required knowledge, skills, and abilities to perform the essential job duties of the position is qualifying. A typical example includes:
Education:
High School Diploma or G.E.D.
Bachelor's degree in park administration, park planning, public administration, or a related field (desirable).
Experience:
Three years of increasingly responsible relevant work experience, including supervisory experience.
Knowledge of:
Principles, practices, and techniques of parks, and facilities planning and development relating to building management, park and facility capital projects, and internal services fund projects.
Design principles of architecture, landscape architecture, civil, electrical, and mechanical engineering design principles.
The State's Department of Industrial Relations, Public Works Contact Code, Building and Fire Codes relating to capital improvements and internal services fund projects.
Federal and state regulations relating to grant proposals.
Safe working practices.
Methods and techniques of research and statistical analysis, report preparation, administrative analysis, and problem solving.
Modern equipment and tools utilized in the section's maintenance activities.
Municipal budgeting processes.
Data processing systems/applications.
Ability to:
Communicate clearly and concisely, both orally and in writing.
Make decisions regarding operational and personnel functions.
Interpret and apply provisions of codes, regulations, statutes, and ordinances relevant to city parks and facilities projects.
Operate programs within allocated amounts.
Research, prepare, and present complex reports.
Develop comprehensive plans to meet future City needs/services.
Represent the City and/or Department in a variety of meetings.
Training/Safety Requirements
Job specific training will be provided according to class specification during work hours.
Special Requirements
May require a valid California Driver's License and a satisfactory driving record (dependent on assignment).
Receive satisfactory results from a background investigation, a physical examination, which includes a drug screen, and an administrative review.
