The Driver Trainer is responsible for the delivery of technical vehicle transportation and equipment training and instructing and evaluating the performance of paratransit drivers. The individual in this position instructs drivers in both classroom and practical (on-street) environments through all phases of the Department driver training program.
This position is responsible for planning and developing Key Performance Indicators (KPIs), scheduling training classes for new hires, performance and certification record keeping and seeking to continuously improve the Department driver training program through curriculum and delivery methods and the creation and updating of Standard Operating Procedures (SOPs).
The individual in this position may serve as in the capacity of Driver as required due to staffing or emergency situations.
This is a safety sensitive position subject to US DOT Drug and Alcohol pre-employment, random, post-accident, reasonable suspicion and return to duty testing.
Essential Duties
Utilize appropriate technology to facilitate trainee learning and comprehension (i.e., e-learning tools, PowerPoint presentations, videos, etc.).
Collaborate with Drivers/Trainer Supervisor to ensure all required resources are available to successfully onboard and train hire paratransit operators.
Continuously evaluates driver training program for efficiency, consistency, and general effectiveness.
Regularly communicates with Drivers/Trainer Supervisor to identify issues with current training curriculum and/or to improve current policies and procedures.
Provides instruction and assistance to drivers in the field, as needed.
Addresses driver performance deficiencies through additional classroom and/or on-street instruction.
Requalifies drivers in refresher and remedial (accident) training.
Schedules training sessions based on availability of classrooms, equipment, or instructor(s).
Develops and prepares training courses and lesson plans and conducts both classroom and in-vehicle bus operation instruction.
Conducts technical, compliance, and mandatory training courses. Designs and administers obstacle courses to trainees. Observes, evaluates, and instructs drivers on obstacle course.
Conducts student/employee evaluations according to performance standards. Recommends progress actions for trainees, to include dismissal or disqualification.
Operates a county fleet vehicle in the performance of duties, as needed.
Assesses training needs through surveys, interviews, or consultations. Communicates frequently with supervisors to assess training needs and confirm scheduled trainings. Assists Supervisors in progress or exit (termination) interviews during the training program.
Attends meetings or seminars to obtain information for use in training programs or to inform management of training program status.
Meets all legal and procedural requirements by ensuring compliance with provisions of the ADA, FTA and PennDOT. Upholds and enforces all Substance Abuse Policy regulations, Collective Bargaining Agreement provisions, if applicable, and Chester County Department of Community Transit policies.
Provides additional coverage as a Driver for absent operators and/or in emergency situations.
Performs other duties as may be required or assigned.
Required Skills, Knowledge & Experience: Education: This position requires high school diploma with post graduate training in Communications, Learning/Organizational Development, Transportation, Business Administration, Public Administration, or a related field. Related experience may substitute for educational requirements on a year for year basis.
Experience: This position requires at least five (5) years of either successful supervisory experience for a public transportation agency with paratransit / bus operations as a supervisor or at least five (5) years of paratransit / bus operations as an operator and/or dispatcher. Prior experience in training, curriculum development, adult learning concepts and/or project management is highly desired. A thorough knowledge of ADA, DOT and FTA regulations is preferred.
Qualifications / Requirements:
Department of Transportation (DOT) medical card issued by a company-authorized healthcare provider.
Must possess valid PA motor vehicle operator’s license that is not under suspension or revocation and possess current automobile insurance coverage.
Ability to interface effectively with all levels of County management.
Strong working knowledge of paratransit transportation operations.
Ability to coordinate with supervisor and other relevant Department personnel in the development of policies and procedures.
Ability to maintain confidential information and handle confidential matters.
Strong analytical and problem-solving skills.
Excellent verbal, written and interpersonal skills.
Accurate and detail-oriented, with excellent organizational skills and the ability to perform multiple tasks while priorities are under constant change.
Intermediate to Advanced skill to use a personal computer and various Microsoft Office products (see below).
Monitoring and evaluating trainees.
Preparing reports.
Maintaining logs and records.
Operating applicable office equipment.
Ability to work independently and proceed with objectives.
Ability to work extended hours, as necessary.

Prior experience with human resources / people management software.
Additional Information

Physical Demands:
Must be able to enter and exit the vehicle for each passenger as needed (up to 30 times per day).
Must be able to lift at least 25 pounds.
Must be able to push a wheelchair with an occupant up to 350 pounds up an inclined mobility ramp.
Must be able to physically operate a wheelchair lift and securing devices according to County policy and procedures.
While performing the duties of this position, an individual is frequently required to sit, and talk or hear. Occasionally, an individual will need to stand, walk, bend at the waist while working, and climb stairs. On rare occasions, the individual will need to reach or work with arms above shoulders, kneel, stoop, crouch, or squat.

Work Environment:
