Office of Fiscal Operations - School System Financial Services
Job Focus:The Federal Audit Section is a unit within the Division of Education Finance, School System Financial Services. Through fiscal monitoring and compliance audit activities, this section assists the Department’s administrators and staff by providing assurance that federal funds which flow through the Department to grantees are expended on activities considered allowable under the specific federal program(s) (ESSA, IDEA-Part B and Pre-school, CTE, CCDF). This section also provides technical assistance to staff of Local Education Agencies (LEAs).
Candidates with the following skills and experience are encouraged to apply:
A baccalaureate degree with nine semester hours in accounting and an additional fifteen semester hours in any one or combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems plus two year of professional level experience in accounting, financial auditing, operational auditing or compliance auditing.
One position is available and it is located in Baton Rouge, LA. The person hired for this position is expected to regularly report to the Baton Rouge office. This position may be filled as a probationary new hire, or by promotion an any current permanent classified Louisiana State employee. Current permanent classified state employees may be required to accept a probationary appointment, if selected.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
FISCAL OPTION:
A baccalaureate degree with nine semester hours in accounting and an additional fifteen semester hours in any one or combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems.
GENERAL OPTION:
A baccalaureate degree with twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems.
SUBSTITUTIONS:
A certified public accountant (CPA) certificate, Certified Fraud Examiner (CFE), or Certified Internal Auditor (CIA) designation will substitute for the baccalaureate degree with twenty-four semester hours of the required coursework.
A baccalaureate degree plus a Certified Information Systems Auditor (CISA) or Certified Government Audit Professional (CGAP) designation will substitute for the twenty-four semester hours of required coursework.
A master's degree in accounting, auditing, business administration, finance, management, economics, quantitative methods, public administration, or information systems and decision sciences will substitute for the twenty-four semester hours of required coursework.
NOTE: Any college hours or degree must be from an accredited college or university.

JOB DISTINCTIONS:
Differs from Auditor 2 by the presence of receiving close supervision during audit assignments and by having less decision making authority with an audit program.

May conduct financial, operational, and/or compliance type audits for an agency.
Assists in developing an audit project program and/or testing procedures.
Assists in preparing audit reports and follow up to determine if corrective action has been taken.
Performs financial audits by examining a variety of fiscal documents to ascertain the validity of information reported and the dependability of record keeping and reporting practices of an audited entity.
Performs operational audits by analyzing and testing to determine if operational effectiveness and efficiency are being achieved according to business unit strategic objectives, and evaluating the adequacy and effectiveness of process controls.
Performs compliance audits by testing to identify non-compliance with applicable laws, regulations, contractual obligations, or agency policies and procedures.
May perform special audit projects and investigations, as requested or required.
Uses effective sampling techniques during audits, as warranted.
Uses data processing information systems, software, and other automated tools to assist in performing audits.
