Manager of Programs and Partnerships
Overview The Manager of Programs and Partnerships will be a key member of the Race and Social Equity team within the City Manager’s Office. The primary goal for the Race and Social Equity team is to create a City where race or other social categories are no longer predictors of opportunities, outcomes, or the distribution of resources for residents.
Reporting to the Race and Social Equity Officer, the Manager of Programs and Partnerships will provide technical guidance and leadership for equity-based initiatives and programming to address institutional inequities. Duties and assignments will be broad in scope, strategic in nature and impact all City employees, operations, programs, services, and partnerships.
A successful candidate will be well versed in understanding structural and institutional racism, American history, local government operations, policy analysis, relationship building, community engagement, systems and culture change and have a strong understanding of the disparate outcomes experienced by Black, Indigenous, People of Color, and others with historically marginalized identities. Building relationships across diverse groups and within diverse systems will be a significant part of this role.
Core Responsibilities • Manage departmental equity leaders and departmental core teams. • Facilitate the coordination of staff trainers and capacity building opportunities. • Develop and implement organizational strategies and work plans to support the long-term vision of the Race and Social Equity Office. • Oversee the development and implementation of educational programs focused on race and social equity. • Facilitate learning and development programs. • Represent the Race and Social Equity Office in a wide range of venues, including public presentations and events, workshops, conferences, and meetings with political and community leaders. • Oversee the development of a wide range of communications, including public information and reports for City officials and departments. • Advance the City’s community engagement practice by strengthening relationships with community-based organizations, community leaders and networks working on equity and racial justice issues. • Direct the strategic implementation of interdepartmental teams and community partnerships to achieve racial equity in key areas such as education, equitable development, and criminal justice, to name a few. • Collaborate with managers, leadership, and staff to provide technical assistance.
The ideal Candidate will possess the following skills that may have been gained through education, lived experience, work or volunteer experience, or self-teaching: • Experience working with local government. • Knowledge of principles and practices of organizational systems, and change management, preferably as it pertains to organizational development and human behavior. • Ability to research and prepare recommendations on complex policies, plans, programs, and community engagement related to land use, community development, and sustainability issues. • Demonstrated experience managing and developing strategic plans, curriculum and professional development opportunities, preferably as they relate to equity, diversity, and inclusion. • Ability and experience managing and consulting with teams, building effective working relationships, resolving conflicts and building consensus at all levels of an organization and with diverse stakeholders. • Knowledge and experience preparing clear, concise and comprehensive correspondence, and presenting conclusions and recommendations to diverse audiences. • Experience working with social justice, environmental justice and other community-based advocacy organizations who serve the needs of marginalized communities. • Knowledge of institutional racism theory and its application to government policy and services. • Ability to provide guidance on outcome-based assessment techniques, and have an ability to gather, analyze and interpret a variety of quantitative and qualitative information to identify trends and draw valid conclusions on progress towards equity goals

The Race and Social Equity Office works with City departments and an interdepartmental workgroup to build a framework, in collaboration with City employees, community members, and other stakeholders, to ensure policy decisions advance race and social equity for all Alexandria residents.
Minimum & Additional Requirements
Minimum four (4) year college degree and three (3) years professional experience in program administration or any equivalent combination of education, experience and training which provides the required knowledge, skills, and abilities.
Preferred Qualifications
Minimum Qualifications: • Experience developing and managing programs and/or campaigns addressing institutional and structural racism. • Experience in program development involving diverse groups including government, non-profits, educational institutions, and/or grass roots community groups. • Experience providing leadership, vision, and making strategic recommendations for senior management on program direction. • Ability to analyze data and make sound, logical conclusions.
Preferred Qualifications: • Political Science or Social Science majors preferred. • Ability to communicate on race and social equity topics in multiple languages. Spanish, Arabic, and/or Amharic preferred.
