The Department of Human Services (DHS) is seeking a Project Management Specialist to enhance the administrative and programmatic functions of the Child and Family Services (CFS) Division, including managing projects impacting the entire Division (e.g., Division’s Internship program, Title IV-E application processes, and Children’s Services Act coordination). The Project Management Specialist will define the scope of projects, identify resources and stakeholders, create and implement project plans, monitor progress, set program measures, and evaluate results. The position will report to and assist the Bureau Chief with creating efficient business processes that improve clinical outcomes.
The CFS Division’s provides a wide array of integrated services and programs for children and families, including child welfare services, children’s behavioral healthcare, child advocacy center, childcare facility licensing, parenting education, and the administration of the CSA.
Specific duties include:
Providing senior level project management and staff support to the Division, including developing long/short term strategies, programs, project designs, and service guidelines;
Initiating, planning, and designing diverse programs, evaluating programs for trends and patterns, and identifying and addressing program issues or gaps in services;
Implementing program changes and training staff on new business processes, including recommending changes to ensure efficient delivery of services
Engaging partners in the Division, Department, and community in the change management process, including collecting, analyzing, and synthesizing data to streamline unit processes;
Communicating prevention information to the community and with community agencies to collaborate on system wide events, including identifying areas of the County where dissemination of campaign materials would be effective;
Maintaining procurement process for purchases and ordering supplies for events, writing specifications, and assisting in or selecting contractors for the design of presentations of meetings and engagement campaign;
Attending interdisciplinary meetings and recording minutes, including planning and scheduling meetings and tasks, and maintaining deadlines; and
Performing other job-related duties as assigned.

Demonstrated ability to solve complex problems and engage staff and stakeholders in issues relating to child welfare and behavioral health.
Demonstrated ability to work efficiently in a deadline-sensitive environment, manage multiple program tasks simultaneously, communicate effectively, and interact with a diverse staff and client population.
Demonstrated ability to work Independently and schedule multiple meetings and tasks to meet deadlines.

Selection Criteria
Minimum:
Bachelor's degree in Public/Business Administration, Psychology, Social Science or related field; and
Some experience providing administrative, fiscal, and/or procurement support, including program development, and/or project management experience.
Substitution: Additional qualifying experience may be substituted for the education requirement on a year-for-year basis.
Desirables: Preference may be given to candidates with experience in one or more of the following:
Public mental health or child welfare programs;
Strategic and operational planning; and
Intermediate to advance proficiency with Microsoft Office software (Word, Excel, PowerPoint, Project).

Additional Information
Work hours:Part-time, 20 hours per week.Monday - Friday, flexible hours, between 8am - 5pm. Teleworking capability, except when performing in office only duties.
The official job title is Management Specialist. The pay ranges listed above are effective June 30, 2024.
